COMPLIANCE AND REGULATORY AFFAIRS ADMINISTRATOR

The fundamental reason this classification exists is to provide policy advice to the Water Services Director on environmental issues affecting the Department; develop strategies to ensure compliance with environmental regulatory requirements; and coordinate and oversee Water Services Department environmental activities. The Compliance and Regulatory Affairs Administrator is responsible for ensuring that the Water Services Department management staff is kept fully informed of environmental issues and concerns. The incumbent acts as a liaison between the Department and federal, state, and local public health and environmental agencies to help develop and clarify environmental standards and policies. Supervision is exercised over the professional classifications of Water Quality Specialist and Civil Engineer II. The Compliance and Regulatory Affairs Administrator reports to the Water Services Director; performance is measured on the basis of established objectives and results achieved.
ESSENTIAL FUNCTIONS:
- Manages the Compliance and Regulatory Affairs Office;
- Briefs Water Services Department management on environmental concerns and provides information required for decision making;
- Monitors City water and wastewater facilities for compliance with environmental regulations and procedures and submits compliance reports to regulatory agencies.
- Represents the Department to federal, state, and local agencies and the media on environmental issues;
- Interprets existing environmental laws and statutes and coordinates with other Department staff in developing strategies to ensure compliance;
- Reviews proposed legislation and rules and provides comments to represent the City's and the public's interest in the legislative process;
- Provides staff support to Department management, operating divisions and other Department and City staff;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Federal, state, and local environmental requirements.
- Principles and practices of environmental science and engineering, field sampling procedures and equipment, and analytical methods.
- Water and wastewater facility design and operation.
- Research methods to generate data for decision making.
- Keep Department management and other pertinent staff informed of environmental issues.
- Perform a broad range of supervisory responsibilities over others.
- Work cooperatively with other City employees, regulatory agencies, and the public.
- Understand complex technical environmental data and regulatory requirements.
- Analyze the impact that regulatory requirements may indicate or have on the public health, the environment, environmental facility design and operations and regulatory compliance.
- Coordinate Department environmental programs with City officials and other department staff.
- Negotiate interests of the Department and the City with regulatory agencies and other entities.
- Communicate orally in the English language with customers, clients, and the public in group settings, in face-to-face one-on-one settings, and using telephone.
- Produce written documents in the English language with clearly organized thoughts with proper sentence construction, punctuation, grammar, and spelling.
- Observe or monitor objects or behavior to determine compliance with prescribed operating or safety standards.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must be registered in the State of Arizona as a Professional Engineer with a proficiency in Civil Engineering or Sanitary Engineering by the end of the probationary period.
- Some positions require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of professional experience in water quality, environmental quality, environmental science, engineering or a related field, including two years of management experience, and a bachelor's degree in environmental science, environmental engineering, or a related field. Other combinations of education and experience that meet the minimum requirements may be substituted.
