POLLUTION CONTROL SUPERINTENDENT

JOB CODE 50730

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to develop and implement monitoring and enforcement programs to ensure the City's full compliance with federal and state laws regarding industrial pretreatment and backflow prevention, and the Clean Water Act and Safe Drinking Water Act. The incumbent serves as the liaison to the Environmental Protection Agency (EPA) and Arizona Department of Environmental Quality (ADEQ) on industrial pretreatment, pollution prevention, and backflow protection programs. Responsibilities include developing and managing all compliance monitoring programs for water and effluent quality, the Multi-City Oversight Program, the Non-hazardous Liquid Waste Program, and the Commercial Inspection Program. Direct supervision is exercised over the classifications of Water Quality Supervisor, Water and Wastewater Project Coordinator, and Chief Water Quality Inspector. The Pollution Control Superintendent reports directly to the Water Services Director who reviews work based on results achieved.

ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in water quality engineering and/or management with a large water utility or a leading water quality consulting firm, including three years in a supervisory or managerial capacity, and a bachelor's degree in environmental sciences, chemistry, engineering, or a related technical field. Other combinations of experience and education that meet the minimum requirements may be substituted.
