POLLUTION CONTROL SUPERINTENDENT

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to develop and implement monitoring and enforcement programs to ensure the City's full compliance with federal and state laws regarding industrial pretreatment and backflow prevention, and the Clean Water Act and Safe Drinking Water Act. The incumbent serves as the liaison to the Environmental Protection Agency (EPA) and Arizona Department of Environmental Quality (ADEQ) on industrial pretreatment, pollution prevention, and backflow protection programs. Responsibilities include developing and managing all compliance monitoring programs for water and effluent quality, the Multi-City Oversight Program, the Non-hazardous Liquid Waste Program, and the Commercial Inspection Program. Direct supervision is exercised over the classifications of Water Quality Supervisor, Water and Wastewater Project Coordinator, and Chief Water Quality Inspector. The Pollution Control Superintendent reports directly to the Water Services Director who reviews work based on results achieved.

ESSENTIAL FUNCTIONS:

• Supervises professional, technical, and administrative staff responsible for enforcing federal, state, and City laws and requirements upon water and sewer users in the City of Phoenix;
• Writes and submits written comments to the EPA and other agencies on proposed water quality regulations and other issues;
• Administers intergovernmental agreements for sewer service;
• Oversees performance of contract jurisdictions' Industrial Pretreatment Programs;
• Follows legislative issues relating to industrial pretreatment, pollution control, and backflow prevention and represents the City's interests at public meetings, hearings, and workshops;
• Develops and recommends to management long-range programs and staffing needs for the City to enhance and expand its monitoring and enforcement responsibilities;
• Proposes, develops, and implements necessary monitoring and enforcement programs;
• Presents enforcement and monitoring program/Department information to City Council, other jurisdictions, and the public;
• Plans, coordinates, and directs enforcement and monitoring related studies and projects;
• Develops and implements supplemental water quality data programs;
• Serves as the Department liaison to the EPA, and ADEQ on industrial pretreatment, pollution prevention, and backflow prevention programs;
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Required Knowledge, Skills and Abilities:

Knowledge of:

• Clean Water Act and other applicable rules, regulations, and guidelines pertaining to effluent quality.
• Public administration research methods and reporting.
• Principles and practices of personnel management and supervision.
• Budget administration and cost analysis.

Ability to:

• Make sound administrative analysis relating to policy management problems.
• Perform a broad range of supervisory responsibilities over others.
• Comprehend and make inferences from written material in the English language.
• Communicate orally in the English language with customers, clients, and the public in one-to-one face-to-face settings, in group settings, and using the telephone.
• Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
• Work cooperatively with other City employees and the public.
• Work safely without presenting a direct threat to self or others.
• Review or check the work products of others to ensure conformance to standards.

Additional Requirements:

• Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.

ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in water quality engineering and/or management with a large water utility or a leading water quality consulting firm, including three years in a supervisory or managerial capacity, and a bachelor's degree in environmental sciences, chemistry, engineering, or a related technical field. Other combinations of experience and education that meet the minimum requirements may be substituted.
