WATER DISTRIBUTION SUPERVISOR II

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to provide supervision over field operations consisting of the construction, maintenance and repair of the City's water distribution system for several Water Distribution Yards and/or other special functions of the Water Distribution Division of the Water Services Department. Responsibilities include the development and installation of improved field methods and procedures, coordination of training for field personnel and the review of vehicle accidents and damage reports. Within assigned functional areas, the Water Distribution Supervisors II plan, coordinate and inspect programs for maintaining and improving the water distribution system. Supervision is exercised over Water Distribution Supervisors I, Communication Dispatchers, Supplies Clerks II, and an Equipment Maintenance Helper*Maintenance. General supervision is received from the Assistant Water Distribution Superintendent and work is evaluated on the basis of results obtained.
ESSENTIAL FUNCTIONS:
- Supervises and coordinates the work of Water Distribution Supervisors I involved in the construction, installation, repair and maintenance of water mains, fire hydrants, service connections, valves and appurtenances;
- Participates in studies of work progress records, equipment efficiency and distribution facilities and recommends improvements;
- Oversees the Automated Inventory Management System (AIMS), Fixed Assets Inventory, and expenditures to ensure operational economy;
- Supervises and coordinates the automated Water Distribution Service Request System (WDSR) to ensure completion of all service requests;
- Reviews work procedures to ensure compliance with state and federal safety and water quality regulations;
- Organizes and supervises in-service training, including instruction in safety habits and effective work procedures;
- Investigates property damage complaints;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Materials, methods, practices and equipment used in the construction, maintenance and repair of water distribution systems.
- State and Federal safety and water quality regulations associated with the distribution of potable water.
- Trench safety, hard hat, reflective vest, and other safety regulations.
- Principles and practices of civil engineering as applied to water main construction, maintenance and repair.
- Perform a broad range of supervisory responsibilities over others.
- Work cooperatively with other City employees, contractors, and the public.
- Communicate orally with customers, clients, or the public in a face-to-face one-to-one setting.
- Produce written documents in the English language, with clearly organized thoughts using proper sentence construction, punctuation and grammar.
- Work safely without presenting a direct threat to self or others.
- Observe or monitor people's behavior or objects to determine compliance with prescribed operating or safety standards.
- Comply with the Confined Space Entry procedure as approved by the Occupational Safety and Health Administration.
- Learn the policies and procedures of the Water Services Department with respect to water distribution and customer service.
Additional Requirements:
- Possession of a Grade III Arizona Department of Health Services Water Certification at time of appointment.
- This position may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential functions depending upon work location or assignment.
ACCEPTABLE EXPERIENCE AND TRAINING:
Six years of experience in water main construction, maintenance, and repair activities and a minimum of two years of supervisory experience, including one year of experience supervising yard activities at the level of Water Distribution Supervisor I, and completion of high school, supplemented by college level courses in civil engineering. Other combinations of experience and education that meet the minimum requirements may be substituted.
