ASSISTANT TO THE WATER SUPERINTENDENT
JOB CODE 50850
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to provide technical, administrative, and supervisory support to a Water Services Department Superintendent or function head. Work assignments will vary depending on the mission of the assigned division or function. Assignments include planning facilities, acting as principal construction liaison; directing process control strategies, coordinating new and existing computerized maintenance management systems (CMMS) applications, implementing and maintaining work planning and scheduling procedures, and acting as a division liaison for external activities. The incumbent may also direct division-level administrative support functions relating to personnel management, training coordination, payroll, budgeting, and work order control. Positions in this classification may act on the behalf of the superintendent in his/her absence, but otherwise do not serve as line managers over Operations & Maintenance (O&M) Supervisors, Water Facilities Supervisors, or O&M Technicians.
ESSENTIAL FUNCTIONS:
Required Knowledge, Skills and Abilities:
- Participates in the overall planning, organization and direction of activities relating to the operation and maintenance of water and/or wastewater facilities;
- Reviews operation and maintenance performance activities of water and/or wastewater facilities to ensure State and Federal agency permit compliance;
- Prepares operational practices or procedures as directed by the superintendent;
- Identifies the need for facility expansions and improvements;
- Monitors and prepares divisional-level budgets;
- Directs the day-to-day office administration for a division or work function;
- Coordinates the general hiring practices within a division;
- Studies operating and cost records and assists in developing techniques, methods and processes to increase the efficiency of operation and maintenance of treatment plants and other related facilities;
- Administers or conducts internal performance audits at water or wastewater facilities;
- Assists other supervisors with Civil Service procedures and complex personnel matters;
- Acts as division representative to other City or other external agencies;
- Initiates, develops, and administers commodities and service contracts;
- Assists with developing in-service and on-the-job training strategies for employees;
- Investigates and resolves more difficult technical or public relations problems;
- Prepares comprehensive reports on plant operations to provide information to Department management, or as required by local, state or federal agencies.
- Promotes team involvement and participation in setting goals, priorities, and strategies for safe, efficient, and effective plant/facility operations;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Knowledge of:Ability to:
- Principles and practices of civil, mechanical, or environmental engineering as applied to the operation and maintenance of modern water and/or wastewater treatment facilities.
- State-of-the-art process control for equipment and chemical applications associated with water and/or wastewater treatment.
- Laws, ordinances, rules and regulations governing the operation of water and/or waste water systems.
- Computerized Maintenance Management systems.
- Division budget preparation and cost analysis.
- Personnel management and practices.
- Administrative, budgetary, and modern office management techniques as applied to the operation and management of large water and/or wastewater treatment facilities.
Additional Requirements:
- Establish and maintain effective working relationships with other City employees, regulatory officials, consultants, contractors, customers and the public.
- Observe, compare and monitor data to determine compliance with prescribed operating or safety standards.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Communicate regularly with City employees, customers, or the public in face-to-face meetings, written correspondence, telephonic, or e-mail mediums.
- Comprehend and make inferences from written material.
- Enter data or information into a terminal, PC, or other keyboard device to update a database.
- Review or check technical work products of others for conformance with standards.
- Analyze and resolve operational problems.
- Supervise office, clerical, and warehouse staff.
- Travel across rough, uneven, or rocky surfaces to make field inspections at project sites.
- Work safely without presenting a direct threat to self or others.
ACCEPTABLE EXPERIENCE AND TRAINING:
- Possession of the appropriate Grade IV State of Arizona Department of Environmental Quality certification by the end of the probationary period.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
Three years of experience in the operation and maintenance of water or wastewater treatment facilities, including two years of supervisory experience in multiple plant or large water or wastewater system operations, and a bachelor's degree in management; environmental, civil, or chemical engineering. Other combinations of experience and education that meet the minimum requirements may be substituted.
