ASSISTANT WATER DISTRIBUTION SUPERINTENDENT

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to assist in the direction of the overall administration, operation, installation, maintenance and repair of the City's water distribution system, which involves the control of the domestic water supply between production and the consumer. The incumbent applies professional engineering knowledge to the solution of problems related to the operation, expansion, repair and maintenance of the water distribution system. The Assistant Water Distribution Superintendent makes operational decisions in the absence of the Water Distribution Superintendent, and must be available on a 24 hour basis to cover emergency situations. The incumbent is guided by policies and assignments received from the Water Distribution Superintendent, but exercises independent judgment in accomplishing the work. Success of the incumbent's work is measured through reports, conferences, program results and economy of operations.
ESSENTIAL FUNCTIONS:
- Participates in the overall planning, organization and direction of activities relating to the operation, maintenance and improvement of the water distribution system;
- Directs the work of supervisors and foremen and provides technical guidance on major operational problems;
- Supervises and participates in making cost analyses and preparing annual budget requests;
- Assists in developing, and supervises the application of techniques, methods and procedures to increase efficiency, safety and good public relations;
- Approves purchase orders, work orders, requisitions and work order invoices;
- Participates in on-the-job training programs and personnel decisions relative to first line supervisors, including selection, leave approval, performance evaluation and disciplinary actions;
- Prepares concise, clear and accurate reports;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Additional Requirements:
- Perform a broad range of supervisory responsibilities over others.
- Learn the policies and procedures of the Water Services Department regarding water distribution, customer service and public relations.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Communicate orally with customers, clients, or the public.
- Work safely without presenting a direct threat to self or others.
ACCEPTABLE EXPERIENCE AND TRAINING:
- Possession of a Grade IV Arizona Department of Health Services Water Operator Certification by the end of the probationary period.
- Some positions will require the performance of other essential or marginal functions depending upon work location, assignment, or shift.
Three years of experience in water distribution system construction or maintenance, including two years of supervisory experience, and a bachelor's degree in civil, mechanical or sanitary engineering. Other combinations of experience and education that meet the minimum requirements may be substituted.
