WATER DISTRIBUTION SUPERINTENDENT

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct the maintenance, repair, and construction of the City’s water distribution system and in doing so to maintain efficient water service to consumers through intermediate distribution supervisors assigned to the maintenance of specific areas or special projects of the distribution system. The incumbent applies professional engineering and administrative knowledge to the solution of problems in the operation, maintenance and expansion of the distribution system. The Water Distribution Superintendent is responsible for coordinating, planning, and implementing the overall programs of the Water Distribution Division. The employee is guided by policies and assignments issued by the Assistant Water Services Director-Operations, but exercises considerable independent judgment in accomplishing the work and developing new programs, and is held responsible for achieving desired results. The incumbent must be available on a 24-hour basis to cover emergency situations.
ESSENTIAL FUNCTIONS:
- Plans, coordinates, and supervises the activities of the Water Distribution division;
- Analyzes work progress records, efficiency of equipment and distribution facilities, and makes recommendations for improvements;
- Reviews the progress of projects with supervisor and supervises the development of methods and procedures to increase efficiency of construction and maintenance work;
- Develops budget estimates and administers the approved budget;
- Plans work and makes assignment of projects and personnel to supervisors and holds them responsible for the construction, installation, repair, and maintenance of water mains, fire hydrants, service connections, valves, and appurtenances;
- Reviews plans for street neighborhood improvement districts coordinating work of the Water Distribution system with other construction activities;
- Confers with the Water Engineering and Planning Division to plan new main extensions, main replacements, and fire hydrant installations;
- Reviews and approves requests for materials, supplies and equipment;
- Ensures adequate staffing of division based on workload data and valuation of productivity;
- Applies improved work procedures to ensure safety and efficiency of operations;
- Reports to the Assistant Water Services Director-Operations unusual problems and suggests possible solutions;
- Ensures that equipment and materials are properly distributed throughout the operation;
- Serves as the division's representative in court cases involving damage claims;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- The materials, methods, practices, regulations, and equipment used in the construction, maintenance, and repair of a complete water distribution system.
- Administration of modern office management.
- The principals and practices of civil engineering as applied to water main construction, maintenance, and repair.
- Perform a broad range of supervisory responsibilities over others.
- Write and interpret technical specifications for the items required for future water distribution operations.
- Estimate amounts of materials and equipment required.
- Communicate orally with individuals and groups in face-to-face, one-on-one settings, in group settings, or using a telephone.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Enter data or information into a computer terminal and retrieve management records from automated systems.
- Work cooperatively with City employees and the public.
- Supervise the maintenance of the division's records.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Possession of a Grade IV Operator Certification in Water from the Arizona State Department of Health by the end of the probationary period.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
- Some positions will require the use of personal or City vehicles for City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in all phases of water distribution system construction or maintenance activities including three years of experience in a supervisory capacity, and a bachelor's degree in mechanical, civil, or sanitary engineering, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
