SEWER SERVICE CREW LEADER

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to lead and direct a small crew engaged in the skilled maintenance, repair and cleaning of the City's wastewater collection system. Incumbents are responsible for operating various types of sanitary sewer repair and maintenance equipment and for participating in the activities of the crew. Sewer Service Crew Leaders receive job assignments through work orders and verbal instructions and are expected to carry projects through to completion, resolving most problems with some independence. The increased responsibility assumed with the leadership role of this classification distinguishes it from the Sewer Service Worker classification. Instructions and general supervision are received from the Sewer Service Foreman who reviews work by making job site visits or by reviewing reports.
ESSENTIAL FUNCTIONS:
- Schedules, assigns, leads and participates in the work of a crew engaged in cleaning and rodding sewers, insect control and the repair, replacement, and installation of sanitary sewers and related structures in easements and other confining places where heavy equipment cannot work;
- Calculates production statistics and prepares written crew reports on labor and material used;
- Operates power driven machinery such as jack hammers, tampers, or other similar sized equipment;
- Operates various wastewater collection system equipment such as backhoes, hydros, rodders, bucket machines, vacuum trucks and dusting machines;
- Transports crew to job location;
- Directs barricading and traffic control where sewer breaks occur under a street;
- Hand digs, excavates, shores, grades and backfills ditches;
- Removes and replaces manhole covers.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Skill in:
- Methods, materials, tools, equipment and practices used in repairing, maintaining and installing sanitary sewers.
- Hazardous materials associated with sewer maintenance work and safety measures to be observed including OSHA Confined Space Entry procedures and trench safety regulations.
- General sewer system of the City of Phoenix.
- Backfilling, compaction, and pavement patching methods.
Ability to:
- Use and care of sewer cleaning equipment.
- Assign and direct the work of a small crew.
- Detect needed repairs to the Wastewater Collection System..
- Work cooperatively with other City employees.
- Understand and follow written and oral instructions in the English language.
- Locate job site addresses.
- Communicate orally with co-workers, customers, or the public in a face-to-face one-to-one setting.
- Observe or monitor objects and people's behavior to determine compliance with prescribed operating or safety standards.
- Make fine, highly controlled muscular movements to adjust the position of a control mechanism.
- Coordinate the movement of more than one limb simultaneously.
- Work in small cramped areas.
- Travel across rough, uneven or rocky surfaces.
- Move heavy objects (50 pounds or more) short distances (20 feet or less).
- Set up or remove barricades, traffic cones or similar objects.
- Work in a variety of weather conditions with exposure to the elements.
- Work with raw sewage and chemicals in the collection system using only normal protective equipment.
- Read quarter section maps and grade stakes in order to properly set grade.
- Work safely without presenting a direct threat to self or others.
- Climb ladders to enter or exit manholes or trenches.
Additional Requirements:
- Possession of a Grade I Arizona Department of Health Services Wastewater Collections certification at time of appointment.
- This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals are required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license. Pre-employment drug testing is required, and employees will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
