WATER QUALITY SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to develop, direct, and administer the City's Industrial Waste Control Program and Backflow Prevention Program in accordance with the requirements of the U.S. Environmental Protection Agency and the Arizona State Department of Health Services. Supervision is exercised over a staff of supervisors and inspectors engaged in preventing and correcting the waste disposal practices of industrial and commercial facilities which are harmful to sanitary sewers, interfere with the City's sewage treatment facilities, or are otherwise hazardous or noxious. Responsibilities include preparing inspection schedules, providing technical direction on difficult cases, and interpreting and developing guidelines for compliance with directives from regulatory agencies. Work also involves administering the Wastewater Pretreatment Program through review of wastewater user applications and the issuance of permits, and administering the Backflow Prevention Program though an annual certification and testing process. Work entails some field work and periodic calls for emergencies during non-scheduled work hours. Field work may be performed under adverse climatic conditions, in underground and other enclosed spaces, and may involve exposure to hazardous gases and chemicals including natural gas, sewer gases, chlorine and other toxic chemicals or infectious materials. The Water Quality Supervisor works under the general direction of the Pollution Control Superintendent.
ESSENTIAL FUNCTIONS:
- Develops and supervises the application of techniques, methods, and processes to increase the efficiency of the Industrial Pretreatment, Backflow Prevention, Multi-City Pretreatment Oversight, and Waste Minimization programs;
- Develops, coordinates, and authors Industrial Pretreatment, Backflow Prevention, Waste Minimization, and Multi-City Pretreatment Oversight policies, procedures, and programs relating to the implementation of City ordinances and local and federal regulations;
- Provides solutions to the more difficult technical or public relations problems;
- Prepares comprehensive reports to provide information to fulfill the requirement of local, state, or federal agencies;
- Prepares budget estimates and controls expenditures;
- Orders the termination of water and wastewater services for non-compliant industries;
- Confers with business employees, industry executives, and owners to determine the cause of violations of federal, state, and local regulations;
- Supervises and participates in the interpretation of chemical analysis reports of waste discharges from business and industry to determine compliance with rules and regulations;
- Acts as the Department/City liaison to various other City, County and State agencies involved in environmental safety and health activities;
- Studies new environmental regulations, guidelines, and information in order to stay current on new developments, and disseminates information to subordinate staff;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Prepare concise, clear, and accurate oral and written reports.
- Communicate orally with customers, clients, or the public in face-to-face one-to-one settings, using a telephone, or in group settings.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must be able to meet Self-Contained Breathing Apparatus (SCBA) physical examination requirements established by the City Health Center, and successfully complete departmental SCBA training/certification requirements.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of supervisory experience in the enforcement of laws, ordinances, and regulations as an industrial waste inspector or environmental manager, and a bachelor's degree in chemical engineering, environmental engineering, chemistry, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
