ASSISTANT WASTEWATER COLLECTION SUPERINTENDENT

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to assist in the direction of the overall administration, operation, maintenance, and inspection of the City's Wastewater Collection System. The incumbent is responsible for the supervision of programs, activities, and functions related to the construction, operation, extension, maintenance, and repair of the sanitary sewer system. Supervision is exercised over Sewer Service Supervisors and Civil Engineers II. The incumbent is guided by policies and assignments received from the Wastewater Collection Superintendent, but exercises independent judgment in accomplishing the work. The Assistant Wastewater Collection Superintendent makes operational decisions in the absence of the Wastewater Collections Superintendent. Success of the employee's work is measured through reports, conferences, program results, and economy of operations.
ESSENTIAL FUNCTIONS:
- Participates in the overall planning, organization, and direction of activities relating to the operation, maintenance, and improvement of the Wastewater Collection System;
- Provides technical guidance to supervisors and foreman on major operational problems;
- Reviews work of the Maintenance Section through on-the-job inspections, conference, and reports;
- Assists in developing and supervises the application of techniques, methods, and procedures to increase efficiency, safety, and good public relations;
- Advises the Wastewater Collections Superintendent on future system improvements that may be necessary to ensure efficient operation;
- Prepares concise, clear, and accurate reports;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Principles of engineering as applied to repair and maintenance of sewer lines, pumping stations, metering stations, and odor control devices.
- Materials, methods, and techniques used in sewer maintenance.
- Principles and practices of civil or sanitary engineering.
- Wastewater collection systems.
- Effective supervisory practices and motivational techniques.
- Management principles and practices including management by objectives, personnel selections, goal setting, and program budgeting.
- Confined Space Entry procedures as approved by the Occupational Safety and Health Administration.
- Plan and direct the work of the Wastewater Collection Division.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Comprehend and make inferences from written material.
- Communicate orally with other City employees, private sector contractors, engineers, customers, or the public using a telephone.
- Work cooperatively with other City employees, private sector contractors, engineers, and the public.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Possession of a Grade IV Arizona Department of Health Services Wastewater Collection Operator Certification by the end of the probationary period.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential functions depending upon work location or assignment.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in construction, maintenance, and operation of sanitary sewers and lift stations, including two years of supervisory experience, and a bachelor's degree in civil, sanitary, or chemical engineering. Other combinations of experience and education that meet the minimum requirements may be substituted.
