WASTEWATER COLLECTION SUPERINTENDENT

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct the technical inspections, maintenance, and repair of the City's wastewater collection system. The Wastewater Collection Superintendent is responsible for the administration and supervision of programs, activities, and functions related to the construction, extension, inspection, operation, and maintenance of the wastewater collection system. The incumbent is guided by policies and assignments received from the Assistant Director - Operations, but exercises independent judgment in accomplishing the work and developing new programs, and is held accountable for results. Success of the employee's work is measured through conferences, reports, program results, and economy of operations.
ESSENTIAL FUNCTIONS:
- Plans, organizes, and directs the functions of the Wastewater Collection Division;
- Reviews sanitary sewer maintenance an construction work through on-the-job inspections, conferences, and reports;
- Reviews the budgets prepared by the Wastewater maintenance sections and transmits requests to the Assistant Director of Operations with appropriate recommendations;
- Provides solutions to the more difficult technical or public relations problems;
- Studies the operating and cost records of the system and either makes corrections directly or suggests solutions;
- Advises on future systems improvements that may be necessary to ensure efficient operations;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- The principles of engineering as applied to the repair and maintenance of wastewater lines, pumping stations, metering stations, and odor control stations.
- The Confined Space Entry procedure as approved by the Occupational Safety and Health Administration.
- The methods, equipment, materials, and operating and maintenance practices used in the construction, maintenance, and repair of a modern wastewater collection system.
- The principles and practices of civil or sanitary engineering.
- Effective supervisory practices and motivational techniques.
- Plan and direct the work of the Wastewater Collection Division.
- Prepare program budgets.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally with individuals and groups in face-to-face, one-on-one settings, in group settings, or using a telephone.
- Estimate amounts of materials and equipment and write and interpret technical specifications.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must be eligible to take the registration exam in the State of Arizona as a Civil, Sanitary, or Mechanical Engineer by the end of the probationary period.
- Possession of a Grade IV Operator Certification in Wastewater from the Arizona State Department of Health by the end of the probationary period.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in the construction, maintenance, and operation of sanitary sewers and lift stations including three years in a supervisory capacity and a bachelor's degree in sanitary, civil, or chemical engineering. Other combinations of experience and education that meet the minimum requirements may be substituted.
