WATER CONSERVATION COORDINATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to design and coordinate a water conservation program within the Water Services Department for the City of Phoenix. The incumbent assists in securing the necessary budgetary, adminisitrative, and policy approvals for implementation of the program and supervises the program execution. The incumbent may serve as the City's spokesperson on water conservation, represent the City in meetings with high level representatives of private interest, other cities, the Salt River Project, the State and Federal governments. The employee reports to the Water Conservation and Resource Administrator and performance is evaluated by a review of reports submitted, results obtained and through frequent conferences.
ESSENTIAL FUNCTIONS:
- Participates in the development and maintenance of an active and effective water conservation program for the City of Phoenix;
- Coordinates the water conservation activities of various City departments;
- Works closely with the Public Information Office in communicating the goals and objectives of the water conservation program to the general public and in soliciting their active support and participation in the program;
- May service as liaison between the City and various private businesses and governmental agencies;
- Prepares reports and proposals to City policy in relation to the water conservation program;
- Monitors the program for effectiveness and recommends necessary changes or modifications;
- Recommends schedules and budget requirements for implementation;
- Assists in securing necessary administrative and policy approvals;
- Coordinates implementation of water management measures that would effect other City programs, policies, or ordinances;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principle and practices of public administration, particularly municipal government.
- Public administrative research methods, techniques, and methods of report presentation.
- The organization of highly complex resource management programs.
- Water conservation laws, regulations, practices, and techniques.
- Environmental planning.
- Conduct original research and to make sound administrative analyses relating to policy and management problems.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-to-one settings, in group settings and using a telephone.
- Comprehend and make inferences from written material in the English language.
- Produce written documents in the English language with clearly organized thoughts with proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid drivers' license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in water conservation management, and a bachelor's degree in business or public administration, or in any field which specializes in the management of natural resources, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
