ASSISTANT WATER SERVICES DIRECTOR - ADMINISTRATION

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct the Water Conservation, Customer Services and Management Services Divisions of the Water Services Department. Responsibilities involve the development or approving of administrative research projects, computer and operational analysis, personnel, safety and training programs, proposed budgets, accounting programs, fiscal reports, rate and fee setting, and conservation programs. The incumbent reports to the Water Services Director and acts for the Director when absent. Work is evaluated on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Supervises and coordinates the work of divisions engaged in administrative support and other citywide programs of the Water and Wastewater Department;
- Acts as the Water and Wastewater Director when designated;
- Reviews proposed budgets for functions supervised and recommends for Director approval;
- Reviews financial operating reports for the Director;
- Prepares and conducts rate setting programs;
- Directs and supervises Personnel activities within the Department;
- Reviews diverse division programs to set and adjust priorities and policies;
- Explains and interprets departmental activities, programs and procedures;
- Represents the City at community, industry and governmental meetings as requested by the Director;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Municipal and utility finance, budgeting and control.
- Preparation of utility rates.
- Organizing and directing a comprehensive administrative services program.
- Research techniques, methods and procedures.
- Principles and practices of statistics with particular reference to the application of financial and operating statistics.
- Principles and practices of supervision and personnel administration.
- Perform a broad range of supervisory responsibilities over others.
- Present ideas concisely and report research findings and recommend appropriate action.
- Prepare and present difficult and complex financial and administrative reports.
- Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
- Produce written documents in the English language with clearly organized thoughts with proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
Additional Requirements:
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of experience in administering financial programs which includes responsibility for rate setting and billing, and budgeting and expenditure control, and a bachelor's degree in public or business administration, finance or a related degree. Other combinations of experience and education which meet the minimum requirements may be substituted.
