ASSISTANT WATER SERVICES DIRECTOR - TECHNICAL

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to assist the Director in the overall administration of planning, engineering, construction, and laboratory activities for the City's water and wastewater system. Assignments include supervision of the activities of several divisions and functions as determined by the Director. Work involves planning, engineering, and developing construction documents and constructing water and wastewater capital improvement facilities, including water and wastewater treatment plants. The incumbent is guided by policies and assignments received from the Water Services Director, but exercises independent judgment in accomplishing the work and developing new programs. The incumbent is held responsible for results and success is measured through reports and program results.
ESSENTIAL FUNCTIONS:
- Manages, coordinates, and evaluates the work of divisions and functions engaged in compliance and process laboratory testing, and in planning, engineering, and developing construction documents and constructing water and wastewater capital improvement facilities, including water and wastewater treatment plants;
- Develops goals and objectives of short- and long-range policies, procedures, and plans;
- Consults with the Director on policy matters and maintains liaison with the City Manager's Office on technical issues;
- Interprets policy and provides staff direction on policies and procedures;
- Serves as chief advisor and consultant on water and wastewater related technical problems;
- Participates in the development, expenditure, and monitoring of the operating and capital budgets;
- Assists the Director in coordinating functions with other City, County, State, and Federal agencies or representatives;
- Manages contracting activities with consulting engineers, architects, contractors, and other professional groups;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- The materials, methods, processes and equipment used in the planning, design, construction, and laboratory testing of water production and distribution systems, and of wastewater treatment and collections systems.
- Modern methods and techniques of the design and construction of water utility and wastewater utility projects and systems.
- Principles and practices of civil and sanitary engineering.
- Principles and practices of public or business administration with particular reference to budget and personnel administration and cost analysis.
- Manage multi-disciplined technical staff.
- Organize, direct, coordinate, and evaluate the technical activities of a large water and wastewater utility concerned with varied services and facilities.
- Perform a broad range of supervisory responsibilities over others.
- Perform research work on complex technical problems, interpret results, and recommend appropriate action.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation and grammar.
- Establish and maintain effective working relationships with public officials, community groups, the news media, regulatory agencies, boards and committees, and the public.
- Communicate orally with individuals and groups in face-to-face, one-on-one settings, in group settings, or using a telephone.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must be registered in the State of Arizona as a Professional Engineer by the end of the probationary period.
- This position may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Performs other marginal functions as assigned.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of professional engineering experience in a technical and administrative capacity and three years of experience in administration or in advanced engineering work with a water or wastewater utility and a bachelor's degree in civil or sanitary engineering, or a closely related field. Other combinations of education and experience that meet the minimum requirements may be substituted.
