ENVIRONMENTAL PROGRAMS SPECIALIST

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to provide technical and management level advice to the Environmental Programs Manager (EPM) or other executive staff on environmental, technical regulatory and policy issues, and to coordinate environmental, technical, regulatory, and pollution prevention work performed by various City operations. Duties include: providing management and technical oversight of consultants hired by the City to do environmental investigations; negotiating and implementing environmental regulatory compliance actions; interacting with regulatory agencies and other entities; assisting departments with implementation of pollution prevention programs; and/or managing assessments, investigation, and corrective action studies. In addition, the incumbents are responsible for programs that affect multiple departments and City-wide policy issues. Some positions supervise Environmental Quality Specialists. Work is performed under the general supervision of the Environmental Programs Manager or other supervisory position and is measured on the basis of established objectives and results achieved.
ESSENTIAL FUNCTIONS:
- Briefs the EPM or other executive staff on environmental concerns and develops and implements recommendations;
- Develops and implements environmental monitoring, facility or site assessment, and corrective action programs;
- Develops and implements studies to assess the impact of the City operations on the environment;
- Analyzes environmental quality legislation and regulations, provides input into the process, and determines impact on City activities;
- Analyzes environmental policy and technical issues for impact on City activities and develops proposed positions;
- Works with City departments in developing and implementing programs for environmental compliance, remediation, and pollution prevention;
- Serves as leader for specified inter-departmental environmental teams;
- Provides management and technical oversight of City consultants performing environmental studies;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principles and practices of environmental science, hydrogeology, engineering, and chemistry as related to environmental quality.
- Environmental quality regulatory programs.
- Relationship of City operations to environmental quality impacts.
- Environmental field monitoring protocols, methods, and equipment.
- Technical programs, research, trends in the practice of environmental investigations, pollution control, and remediation.
- Research methods, techniques and report writing and presentation.
- Community-wide environmental issues and concerns.
- Perform a broad range of supervisory duties over others.
- Enter data or information into a terminal, PC, or other keyboard device.
- Coordinate and manage a wide variety of technical and regulatory activities with various City departments and consultants.
- Manage field environmental monitoring, investigation, and remediation activities.
- Analyze regulations and define impact on City facilities.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of professional level experience in the field of ground or surface water, air or soils quality and a master's degree in environmental science, geology, hydrogeology, environmental engineering, hazardous materials management, environmental management, or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
