UTILITY TV TECHNICIAN
JOB CODE 53040
Effective Date: 10/07A DISTINGUISHING FEATURES OF THE CLASS:
The fundamental reason this classification exists is to perform skilled technical work in the operation of audiovisual equipment used in the inspection of sanitary sewer mains to determine the need for repairs and maintenance of the collection system. Incumbents serve as leads to direct and oversee the work of an assigned crew. Utility TV Technicians work under the general supervision of a Utility Foreman.
ESSENTIAL FUNCTIONS:
- Conducts condition assessments of the City's sewer system by operating closed circuit video camera, Polaroid cameras, television monitoring screen and audio visual digital recorder in inspecting the City’s sanitary sewer system;
- Coordinates and participates in the inspection of sewers;
- Troubleshoots, repairs and/or rebuilds TV related electronic and mechanical equipment such as transporter, motor, cables, rollers, reels and cords;
- Calculates productivity statistics, compiles verbally and electronically statistical and narrative reports on work accomplished;
- Cleans equipment using appropriate materials;
- Assigns the work of a small crew, provides instruction, reviews and checks the work to ensure conformance standards;
- Monitors crew activities to ensure safety at the job site;
- Directs barricading and traffic control;
- Removes and replaces manhole covers;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Skill in:
- National Association of Sewer Service Companies (NASSO) pipe condition standardization.
- The wastewater collection system of the City of Phoenix.
- Methods and equipment used in maintaining sanitary sewers.
- Hazards inherent to sewer maintenance work and safety measures to be observed including confined space entry procedures and trench safety regulations.
Ability to:
- The use of closed circuit video cameras, recording equipment, personal computers, laptops, printers, and other related equipment.
- The use of common hand tools such as hammer, saw, screw driver, or similar tools.
- Through training and experience rate pipe conditions per industry standards.
- Communicate orally with co-workers or the public in a face-to-face one-to-one setting.
- Observe or monitor objects, people's behavior and data to determine compliance with prescribed operating or safety standards.
- Use graphic instructions such as blueprints, layouts or other visual aids.
- Comprehend and make inferences from written material such as operations and procedures manuals and Material Safety Data Sheets (MSDS).
- Enter manholes to adjust equipment.
- Make fine, highly controlled manipulations of small objects (Examples: making repairs to electronic equipment).
- Move heavy objects (50 pounds or more) short distances (20 feet or less).
- Read, comprehend and use electronic and non-electronic quarter section maps, as-builts, and other documents.
- Work cooperatively with other City employees.
- Measure distances using a tape measure.
- Work in a variety of weather conditions with exposure to the elements.
- Learn job-related material primarily through oral instruction and observation in an on-the-job training setting.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Understand and follow oral and written instructions in the English language.
- Work safely without presenting a direct threat to self or others.
- Enter data or information into a terminal, PC, or other keyboard device.
Additional Requirements:
- Possession of a Grade II Wastewater Collection certification from the Arizona Department of Environmental Quality at the time of hire.
- This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience within the wastewater collection system performing maintenance, including experience operating closed circuit television equipment. Other combinations of experience and education that meet the minimum requirements may be substituted.
