STRUCTURAL INSPECTIONS FIELD SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the work of a group of Structural Inspectors I & II in the inspection of commercial buildings and to advise on inspections of more complex construction during its progress. Provides supervision and training to Structural Inspectors I & II and assists in the interpretation of building plans and related code requirements, and in the solution of construction problems. Supervision, training, solving difficult inspection problems, and mediation of field code or installation problems are the major factors which differentiate this classification from the class of Structural Inspector II. Work is performed under the general direction of the Structural Inspections Supervisor.
ESSENTIAL FUNCTIONS:
- Supervises and reviews the work of subordinate Structural Inspectors I and II for quality and uniformity of inspections;
- Assists inspectors in resolving code interpretation differences between inspectors and builders;
- Serves as consultant and field expert on major building requirements, such as atriums, high-rise and life safety systems;
- Coordinates with structural plans engineers on special conditions;
- Distributes the daily work and assigns inspections;
- Answers questions and resolves issues relating to the Construction Code and other building regulatory requirements;
- Coordinates communications between the Development Services Department and Fire Department on the Fire Code and Construction Code enforcement responsibilities;
- Approves alternate methods or materials for code compliance within the scope of authority delegated by the Assistant Development Services Director who serves as the building official;
- Acts as section supervisor when assigned;
- Conducts probationary and annual employee performance evaluations;
- Ensures inspections are performed in accordance with approved plans and all disciplines;
- Conducts project meetings to ensure inspection coordination or to resolve problems;
- Completes daily, weekly and monthly activity logs and reports;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Building construction trades including materials and methods used.
- Stages of construction when possible defects may most easily be observed and corrected.
- Phoenix Construction Code, Zoning Ordinance, and associated rules, regulations, and standards.
- Use of reinforced concrete, steel, timber, and other structural materials.
- Principles and practices of supervision.
- Determine inspection priorities.
- Perform a broad range of supervisory responsibilities over others.
- Detect possible defects and faults in construction and recommend or stipulate appropriate remedial measures.
- Accurately read and comprehend construction plans.
- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Observe or monitor objects, data, or people's behavior to determine compliance with prescribed operating or safety standards.
- Measure distance using a tape measure.
- Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Comprehend and make inferences from written material.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Keep accurate records.
- Bend or stoop repeatedly or continually.
- Ascend and descend ladders or unfinished stairs without handrails, work at heights greater than 10 feet.
- Travel over rough, uneven, or rocky surfaces and maneuver around scaffolding, bracing or other unfinished construction elements.
- Work cooperatively with other City employees and the general public.
- Work safely without presenting a direct threat to self or to others.
Additional Requirements:
- Must possess the following certifications by the end of the twelve-month probationary period:
- ICC Residential Building Inspector
- ICC Accessibility Inspector/Plans Examiner
- ICC Commercial Building Inspector
- ICC Building Plans Examiner
AND one of the following:
- ICC CBO Technology Examination
- ICC CBO Legal/Management
- Some positions will require the performance of other essential and marginal functions.
- All positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience in inspecting and evaluating the construction of complex commercial and multi-story residential building projects to enforce Phoenix Construction Codes (two years at the level of Structural Inspector II). Other combinations of experience and education that meet the minimum requirements may be substituted.
