STRUCTURAL INSPECTIONS SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct the Structural and Elevator Inspections program to ensure that the construction of commercial and multi-story residential buildings comply with City Construction Codes and building regulatory ordinances. Supervision is exercised over Structural Inspections Field Supervisors and Elevator Inspections Field Supervisors. Work includes interpreting building plans and zoning requirements, resolving construction or zoning problems, and directing the elevator inspection program which includes new elevator construction as well as the periodic reinspection of existing elevators and related equipment. The incumbent meets with individuals and groups as a representative of the Development Services Department as appropriate. Duties are performed with considerable technical independence under the general direction of a Deputy Development Services Director.
ESSENTIAL FUNCTIONS:
- Manages and directs the Structural Inspections Section through supervision of Structural Inspections Field Supervisors and Elevator Inspections Field Supervisors;
- Oversees the inspection of commercial and multi-story residential buildings, structures and elevators and related equipment to ensure compliance with approved plans and applicable City codes and ordinances;
- Advises inspectors, contractors, and others in the solution of their more difficult code compliance problems;
- Reviews the performance of Structural Inspectors I and II and Structural Inspections Field Supervisors and initiates training programs according to demonstrated needs;
- Communicates and explains department policies to subordinates and the public;
- Advises and assists inspectors in gathering and organizing information relating to code violation cases in preparation for legal action;
- Reviews and interprets codes and ordinances in order to recommend changes, additions, and procedure implementation;
- Approves alternate methods or materials for code compliance within the scope of authority delegated by the Assistant Development Services Director who serves as the building official;
- Answers questions relating to inspection problems and Construction Code requirements;
- Acts as Deputy Director when assigned;
- Researches new construction products or installation procedures to ascertain its quality, safety and effectiveness;
- Reviews and responds to engineering reports;
- Conducts project meetings to ensure inspection coordination or to resolve problems;
- Submits Construction Code change proposals to the building official;
- Produces written memorandums, letters and other communications;
- Ensures inspections are performed in accordance with approved plans and all disciplines;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Work cooperatively with City employees, other governmental entities, private interests, contractors and professional clientele such as engineers and architects.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation and grammar.
- Keep accurate records.
- Communicate in the English language by phone or in person in a one- to-one or group setting.
- Instruct staff or industry customers in a classroom setting.
- Observe, compare or monitor objects and data to determine compliance with prescribed operating or safety standards.
- Perceive the full range of the color spectrum, such as when working with electrical wires.
- Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Comprehend and make inferences from written material.
- Bend or stoop repeatedly or continually.
- Ascend and descend ladders or unfinished stairs without handrails and/or fixed stair treads and work at heights greater than 10 feet.
- Travel over rough, uneven, rocky surfaces or terrain and maneuver around scaffolding, bracing or other unfinished construction elements.
- Work safely without presenting a direct threat to the incumbent or others.
Additional Requirements:
- Must possess the following certifications by the end of the twelve-month probationary period:
- ICC Residential Building Inspector
- ICC Commercial Building Inspector
- ICC Building Plans Examiner
- ICC CBO Technology Examination
- ICC CBO Legal/Management
- All positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience supervising a technical staff responsible for inspecting the construction of commercial and multi-story residential building projects to enforce applicable Phoenix Construction Codes and Zoning Ordinances (two years at the level of Structural Inspections Field Supervisors). Other combinations of experience and education that meet the minimum requirements may be substituted.
