GENERAL INSPECTIONS SUPERVISOR
JOB CODE 60130
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct the program of General Inspections to ensure that all aspects of residential buildings, swimming pools, and mobile home parks comply with the City Construction Code and building-regulatory ordinances. The incumbent directs and advises General Inspectors I and II and General Inspections Field Supervisors in the interpretation of structural, plumbing, mechanical, and electrical plans and zoning requirements and in the solution of construction or zoning problems. Work includes meeting with individuals and groups as a representative of the Development Services Department as appropriate. Duties are performed with considerable technical independence under the general direction of a Deputy Development Services Director.
ESSENTIAL FUNCTIONS:
- Manages and directs the General Inspections Section through supervision of General Inspections Field Supervisors, reviews the performance of General Inspectors I and II and General Inspections Field Supervisors, and initiates training programs according to demonstrated needs;
- Oversees the inspection of residential buildings, accessory structures, swimming pools, and mobile home parks to ensure compliance with approved plans and applicable structural, plumbing, mechanical, and electrical codes and zoning ordinances;
- Advises inspectors, contractors, and others of solutions to their more difficult code compliance problems;
- Communicates and explains department policies to subordinates and the public;
- Reviews and interprets codes and ordinances to recommend changes, additions, and procedure implementation;
- Responds to inquiries from employees, contractors, and the public regarding inspection problems and code requirements;
- Approves alternate methods or materials for code compliance within the scope of authority delegated by the Assistant Development Services Director who serves as the building official;
- Acts as Deputy Development Services Director when assigned;
- Conducts project meetings to ensure inspection coordination or to resolve problems relating to inspections and code interpretation;
- Ensures inspections are performed in accordance with approved plans and all disciplines;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- City Building, Plumbing, Mechanical and Electrical Codes and related laws, ordinances, and standards which relate to residential construction.
- Methods and materials used in structural, plumbing, mechanical, and electrical systems for residential construction, including prefabricated construction components and new materials and design concepts.
- Principles and practices of supervision.
- Accurately read and comprehend construction plans.
- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Perform a broad range of supervisory responsibilities over others.
- Work cooperatively with other governmental entities, private interests, contractors, professional clientele such as engineers and architects, and the general public.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Observe or monitor people's behavior and compare data to determine compliance with prescribed operating or safety standards.
- Use graphic instructions, such as blueprints, schematic drawings, layouts or other visual aids.
- Comprehend and make inferences from written material.
- Work safely without presenting a direct threat to the incumbent or others.
- Perceive the full range of the color spectrum, such as when inspecting electrical wires.
- Travel over rough, uneven or rocky surfaces and maneuver around scaffolding, bracing or other unfinished construction elements.
- Bend or stoop repeatedly or continually.
- Ascend and descend ladders or unfinished stairs without handrails, work at heights greater than 10 feet.
Additional Requirements:
- By the end of probation, must possess four certifications from the following four areas listed below:

- ICC Residential Building Inspector
Electrical
- ICC Residential Electrical Inspector

- IAEI Electrical 1&2 Family Dwelling
Mechanical
- ICC Residential Mechanical Inspector
Plumbing
- IAPMO Plumbing Inspector
OR
- ICC Residential Plumbing Inspector
Energy
- ICC Residential Energy Inspector/Plans Examiner
PLUS
- ICC CBO Legal/Management
- ICC CBO Technology Examination
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in the inspection of residential construction for compliance with the City's building, electrical, plumbing, mechanical, and zoning requirements, including two years in a supervisory capacity or at the level of General Inspections Field Supervisor. Other combinations of experience and education that meet the minimum requirements may be substituted.
