STRUCTURAL PLANS EXAMINER I
JOB CODE 60140
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to examine structural plans for new construction, alterations and repairs for compliance with the City Construction Code and national standards. Technical advice and assistance is given to architects, engineers and contractors on code conformance problems and to field inspectors in the interpretation of construction plans and in the solution of code interpretation problems. Work is performed and under the supervision of a Structural Plans Engineer.
ESSENTIAL FUNCTIONS:
- Approves alternate methods or materials for code compliance within the scope of authority delegated by the Assistant Development Services Director who serves as the Building Official;
- Enters technical data as required for permits or plans information into the computer;
- Reads code update and ordinance changes and attends seminars to keep current with code changes and new ordinances;
- Recommends changes in codes to resolve design and interpretation problems and to accommodate and control new materials and new design concepts;
- Reviews and examines plans and specifications to determine compliance with provisions of the City Construction Code;
- Performs simple engineering computations to analyze structural members and assemblies for structural soundness;
- Advises builders of defects or inadequacies found in structural specifications, and requires corrections to be made;
- Attends meetings with architects and engineers on issues relating to plan design data, code interpretations and solution of design problems;
- Responds to inquiries from City employees, builders, or other customers regarding City Construction Codes and department policies and procedures;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Building construction materials and design concepts and simple structural requirements for timber, steel, masonry and concrete.
- Nationally recognized codes and standards and related ordinances, such as AISC, AISI, AITC, CRSI, ACI and NDS.
- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Read and accurately interpret building construction plans and specifications.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Work cooperatively with other City employees and the general public.
- Use graphic instructions, such as blueprints, schematic drawings, building plans, or other visual aids.
- Perform simple engineering computations using mathematical methods such as multiplication, division, algebra, and basic trigonometry and calculus.
- Comprehend and make inferences from written material.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must possess one of the following certifications by the end of the twelve-month probationary period:
- ICC Building Plans Examiner
- ICC Residential Building Inspector
- ICC Commercial Building Inspector
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in structural code enforcement which includes inspection of building materials and design or in paraprofessional structural engineering work in building construction or design, supplemented by college-level structural engineering courses or a degree in architecture, civil engineering, construction technology or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
