ELECTRICAL INSPECTIONS SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct the program of Electrical Inspections to ensure that the installation and operation of electrical systems in commercial and multistory residential buildings are in compliance with the City Construction Code and building regulatory ordinances. Direct supervision is exercised over Electrical Inspections Field Supervisors, and the incumbent reviews the work of Electrical Inspectors I and II and advises them in the interpretation of electrical plans and code requirements. Work includes meeting with builders, owners, and other individuals and groups as a representative of the Development Services Department. Duties are performed with considerable technical independence under the general direction of a Deputy Development Services Director.
ESSENTIAL FUNCTIONS:
- Manages and directs the Electrical Inspections Section through supervision of Electrical Inspections Field Supervisors;
- Oversees the inspection of electrical systems installed in commercial and multistory residential buildings to ensure compliance with approved plans and applicable City codes and ordinances;
- Advises City management, inspectors, contractors, and other customers on technical matters and answers questions relating to inspection problems and Electrical Code requirements;
- Reviews the performance of Electrical Inspectors I and II and Electrical Inspections Field Supervisors and initiates training programs according to demonstrated needs;
- Communicates and explains department policies to subordinates and the public;
- Reviews and interprets codes and ordinances and recommends changes, additions, and procedure implementations as needed;
- Approves alternate methods or materials for code compliance within the scope of authority delegated by the Assistant Development Services Director who serves as the building official;
- Conducts project meetings to ensure inspection coordination or to resolve problems;
- Interprets National Electrical Code based on technical expertise;
- Submits electrical code change proposals to the building official;
- Ensures inspections are performed in accordance with approved plans and all disciplines;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- National Electrical Codes and related laws, ordinances, and standards.
- New electrical materials and design concepts.
- Perform a broad range of supervisory responsibilities over others.
- Accurately read and comprehend construction plans.
- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Efficiently coordinate a variety of programs and work cooperatively with other governmental entities, private interests, contractors and professional clientele such as engineers and architects.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation and grammar.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Keep accurate activity records.
- Observe or monitor objects, data or people's behavior to determine compliance with prescribed operating or safety standards.
- Use graphic instructions, such as blueprints, schematic drawings or other visual aids.
- Comprehend and make inferences from written material.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- By the end of the twelve-month probationary must possess the five certifications listed below which meet requirements of the ICC Electrical Code Official:

- Residential Electrical Inspector
- Commercial Electrical Inspector
- Electrical Plans Examiner
- ICC CBO Technology Examination
- ICC CBO Legal/Management
- All positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience inspecting or reviewing plans for complex electrical systems in commercial or multistory residential buildings to determine compliance with Phoenix Construction Code and associated codes, regulations, ordinances and standards plus two years supervisory experience in the electrical field. Other combinations of education and experience that meet the minimum requirements may be substituted.
