CIVIL INSPECTOR II

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to provide plan review, construction quality assurance through physical inspection of construction site, and project coordination, as well as site development inspections for compliance with Zoning and Design Review Ordinances. These duties are performed for public works construction and private property earthwork for private development construction projects. Incumbents are required to perform a broader range of duties which include field review for first review construction plans submitted for City approval. Specific plan review duties include assessing impact of proposed construction on surrounding properties and existing improvements, examining the proposed improvements to determine constructability, and providing written comments on a marked-up plan to the office plan reviewer. Compliance is ordered when violations are discovered. Difficult technical problems may be referred to a supervisor but employees work independently in the field and are responsible for making decisions requiring technical discretion, sound judgment, and familiarity with a variety of codes, ordinances, and construction methods or problems. The experience and knowledge necessary to inspect larger and more complex projects distinguish this classification from the Civil Inspector I. Assignments in this classification are allocated to the Development Services and Engineering and Architectural Services Departments. Work is performed under general supervision and review by a Civil Inspector III, Field Supervisor, or assigned project manager.
ESSENTIAL FUNCTIONS:
- Performs field plan review and requires construction corrections to be made when deficiencies are discovered;
- Assists builders and owners in determining methods to achieve code conformance;
- Provides information to contractors, owners, or other customers regarding the Construction Code and other regulatory requirements and specifications;
- Monitors an assigned geographical area to identify construction being performed without a permit and for dangerous structures;
- Issues notices of violation where unsafe or illegal conditions exist, and conducts follow-up inspections to ensure corrections are made;
- Investigates alleged violations of the Construction Code and related ordinances;
- Approves alternate methods or materials for code compliance within the scope of authority delegated by the Assistant Development Services Director who serves as the building official;
- Coordinates the construction of City projects with utilities, other departments, contractors, and sub-contractors;
- Evaluates the quality of inspections performed by architects and engineers on projects which require special inspections;
- Responds to citizen complaints and requests for information regarding construction projects;
- Performs inspections in accordance with approved plans and all disciplines;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
DEVELOPMENT SERVICES DEPARTMENT ASSIGNMENT:
ENGINEERING AND ARCHITECTURAL SERVICES DEPARTMENT ASSIGNMENT:
- Inspects the full range of public works construction projects, which includes streets, alleys, water and sewer lines, irrigation facilities, storm drains, and permit construction in the public right-of-way, for compliance with standard details, specifications, and approved plans;
- Conducts site inspections and authorizes release of Certificate of Occupancy;
- Inspects and enforces barricade set-ups including street, sidewalk, or alley restrictions, in accordance with City of Phoenix Traffic Barricade Manual;
- Documents construction project progress;
- Takes samples for various materials tests and calls for materials testing as required;
- Monitors dust control and storm water management procedures;
- Monitors Americans with Disabilities Act (ADA) and desert preservation requirements;
- Conducts utility inspections for new developments.
- Inspects the full range of public works construction projects, which includes streets, alleys, water and sewer lines, irrigation facilities, storm drains, and permit construction in the public right-of-way, for compliance with standard details, specifications, and approved plans;
- Computes monthly estimates of work and recommends payments to contractors;
- Inspects buildings for conformance with standard details, specifications, and approved plans;
- Inspects materials, grades, and other work for compliance with contract specifications.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- City Construction Code and the Zoning Ordinance applicable to construction and associated rules, regulations, and standards.
- Materials and methods used in construction including carpentry, masonry, plumbing, mechanical, and electrical.
- The principles and techniques of civil engineering including materials testing, surveying, and plans review.
- Engineering terminology.
- Environmental regulations pertaining to construction, such as dust control and storm water management.
- Americans with Disabilities Act (ADA) construction requirements.
- Stages of construction when possible violations and defects may most easily be observed and corrected.
- Mathematical principles required to perform related technical calculations.
- Perform assigned inspections.
- Accurately read and comprehend construction plans.
- Detect possible defects and faults in construction and recommend or stipulate appropriate remedial measures.
- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Communicate in the English language by phone or in person in a one-to-one setting.
- Observe or monitor objects to determine compliance with prescribed operating or safety standards.
- Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Measure distance using a tape measure.
- Sort, distribute, and file material such as site plans, permit files, notice of ordinance violations, and survey sheets in some prescribed manner.
- Bend or stoop repeatedly or continually while performing inspections.
- Travel over rough, uneven, or rocky surfaces or terrain, and maneuver around scaffolding, bracing, or unfinished construction elements.
- Lift arm above shoulder level while performing inspections.
- Work cooperatively with other City employees and the general public.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:

NOTE: ICC Accessibility Inspector/Plans Examiner can be substituted for two NICET Level II certifications.
NOTE: An American Concrete Institute (ACI) certification can be substituted for one NICET Level II certification.
- All positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of inspections experience in public works or zoning requirements (two years at the level of Civil Inspector I), and certification as noted under additional requirements section. Other combinations of experience and education that meet the minimum requirements may be substituted.
