ELEVATOR INSPECTOR II

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to inspect and evaluate new installations of electric and hydraulic elevators, escalators, moving walks and similar equipment and for reinspecting existing equipment for compliance with approved plans, City Construction Code and related requirements. Compliance is ordered when violations are discovered. Employees work independently in the field and are responsible for making decisions requiring technical discretion, sound judgment and familiarity with a variety of installation and repair problems. The experience and knowledge necessary to inspect more complex projects differentiates this class from Elevator Inspector I. Work is performed under general supervision of an Elevator Inspections Field Supervisor or Structural Inspections Supervisor.
ESSENTIAL FUNCTIONS:
- Inspects elevator and escalator installations in buildings of any size or height to determine that equipment is in safe operating condition and complies with approved plans and applicable codes and ordinances;
- Performs periodic reinspection of elevators and similar equipment for proper safety devices, operation and maintenance;
- Requires corrections to be made when deficiencies are discovered and assists elevator contractors, trades workers and building owners in determining how such corrections may be made to achieve code conformance;
- Informs contractors and others of Construction Code requirements for elevators and related problems;
- Issues notices of violation where unsafe or illegal conditions exist and conducts follow-up inspections to ensure corrections are made;
- Investigates alleged violations of Elevator Code provisions of the Construction Code and related ordinances;
- Acts as field supervisor when assigned;
- Performs inspections in accordance with approved plans and all disciplines;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- The methods and practices involved in installing, repairing and maintaining a variety of electric and hydraulic elevators, escalators and moving walks.
- Fundamental mechanical and electrical principles as they apply to elevator and similar controls.
- Stages of construction when possible violations and defects may most easily be observed and corrected.
- The Rules of the American National Standard Safety Code for Elevators, Dumbwaiters, Escalators and Moving Walks as referenced and amended by the Construction Code.
- Mathematical principles required to perform related technical calculations.
- Detect possible defects and faults in equipment installations or operation and recommend or stipulate appropriate remedial measures.
- Accurately read and comprehend construction plans.
- Use standard testing devices and methods to detect possible defects in equipment or installations.
- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Produce written reports in the English language and keep accurate records.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Measure distance using a tape measure and calibrated instruments.
- Perceive the full range of the color spectrum, such as when inspecting electrical wires.
- Use graphic instructions, such as blueprints, schematic drawings or other visual aids.
- Comprehend and make inferences from written materials.
- Bend or stoop repeatedly or continually, and work in small, cramped areas.
- Ascend and descend ladders or stairs and work at heights greater than 10 feet.
- Ride on top of elevator cars to perform shaft way and equipment inspections.
- Lift arms above shoulder level while measuring or performing inspections.
- Work cooperatively with other City employees and the general public.
- Work safely without presenting a direct threat to self or others.
- Travel over rough, uneven or rocky surfaces and maneuver around scaffolding, bracings or other unfinished construction elements.
Additional Requirements:
- Must possess the following certifications:
- NAESA QE1 Elevator Inspector
- IAEI Elevator General
- All positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience inspecting and evaluating new and existing elevators, escalators, moving walks and similar equipment for compliance with approved plans, Phoenix Construction Code and related requirements (two years at the level of Elevator Inspector I), and certifications as noted above. Other combinations of experience and education that meet the minimum requirements may be substituted.
