ELEVATOR INSPECTIONS FIELD SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the work of Elevator Inspectors I & II in the interpretation of mechanical plans and related code requirements and in the solution of installation or construction problems. Responsibility for supervising and training subordinates, solving difficult inspection problems, and mediating field code or installation problems are the major factors that differentiate this class from the classification of Elevator Inspector II. Work is performed under the general direction of the Structural Inspections Supervisor.
ESSENTIAL FUNCTIONS:
- Supervises and reviews the work of subordinate Elevator Inspectors I and II for quality and uniformity of inspections;
- Assists inspectors in resolving code interpretation differences between inspectors and builders;
- Distributes the daily work and assigns inspections as needed;
- Conducts or participates in technical training sessions;
- Inspects new and existing elevators, escalators, and similar equipment to determine if equipment is in safe operating condition;
- Approves issuance of Certificates to Operate for new or existing equipment;
- Reviews and interprets codes and ordinances and submits recommended changes to the Assistant Development Services Director who serves as the building official;
- Ensures inspections are performance in accordance with approved plans and all disciplines;
- Approves alternate methods or materials for code compliance within the scope of authority delegated by the building official;
- Serves as field consultant to the developer on more complex construction;
- Conducts probationary and annual employee performance evaluations;
- Completes daily, weekly, and monthly activity logs and reports;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Principles and practices of supervision.
- Methods and practices used in installing, repairing, and maintaining a variety of elevators, escalators, and similar equipment.
- Fundamental mechanical and electrical principles as they apply to elevator and similar controls.
- The Rules of the American National Safety Code of Elevators, Dumbwaiters, Escalators and Moving Walks, and associated rules, regulations, and standards as referenced and amended in the Construction Code.
- Testing devices and methods used to detect possible defects in equipment installations and operation.
- New equipment, controls, and safety devices.
- Determine inspection priorities.
- Perform a broad range of supervisory responsibilities over others.
- Detect possible defects and faults in elevator and escalator systems and recommend or stipulate appropriate remedial measures.
- Accurately read and comprehend construction plans.
- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Produce written reports in the English language and keep accurate records.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Observe or monitor objects, data and people's behavior to determine compliance with prescribed operating or safety standards.
- Perceive the full range of the color spectrum, such as working with electrical wires.
- Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Comprehend and make inferences from written materials.
- Ascend and descend ladders or stairs, work at heights greater than 10 feet.
- Travel over rough, uneven, or rocky surfaces and maneuver around scaffolding, bracing or other unfinished construction elements.
- Bend or stoop repeatedly or continually.
- Ride on top of elevator cars.
- Work cooperatively with other City employees and the general public.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must possess the following certifications by the end of the twelve-month probationary period:
- NAESA QE1 Elevator Inspector
- IAEI Elevator General
AND one of the following certifications:
- ICC CBO Technology Examination
- ICC CBO Legal/Management
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience performing complex inspection and evaluation duties for new and existing elevators, escalators, moving walks and similar equipment to determine compliance with approved plans, Phoenix Construction Code and related requirements (two years at the level of Elevator Inspector II). Other combinations or experience and education that meet the minimum requirements may be substituted.
