CIVIL INSPECTIONS FIELD SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the work of a group of Civil Inspectors I, II, and III in the inspection of public works construction projects and site development. Work includes training and supervising Civil Inspectors in interpreting construction plans, specifications, and related requirements, and in solving problems in inspection of the more complex construction during its progress. Supervision, training, solving difficult inspection problems, and mediation of field code or installation problems differentiate this classification from the Civil Inspectors II and III. Work is performed under the general direction of a Civil Engineer.
ESSENTIAL FUNCTIONS:
- Supervises the inspection of construction projects, streets, bridges, alleys, storm drains, water and sewer mains, irrigation, and other public works projects;
- Assists inspectors in resolving code interpretation differences between inspectors and contractors;
- Conducts or participates in technical training sessions;
- Answers questions and resolves issues relating to various codes and regulations;
- Conducts probationary and annual employee performance evaluations;
- Ensures inspections are performed in accordance with approved plans;
- Ensures that all complaints and requests for information are handled promptly and properly;
- Makes all work assignments in assigned area or section and works with other Civil Inspections Field Supervisors in adjusting inspectors to reflect changing workload;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Principles and practices of supervision.
- The Construction Code and the Zoning Ordinance applicable to residential or commercial construction and associated rules, regulations, and standards.
- Materials and methods used in construction.
- Stages of construction when possible violations and defects may most easily be observed and corrected.
- Mathematical principles required to perform related technical calculations.
- Maricopa Association of Governments (MAG) standard specifications and details.
- Perform a broad range of supervisory responsibilities over others.
- Determine inspection priorities.
- Detect possible defects and faults in construction and recommend or stipulate appropriate remedial measures.
- Accurately read and comprehend construction plans.
- Objectively interpret and apply code requirements and related standards.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Instruct others in a classroom setting.
- Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Comprehend and make inferences from written material.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with other City employees and the general public.
- Work safely without presenting a direct threat to self or others.
- Bend or stoop repeatedly or continually and maneuver around scaffolding, bracing, or other unfinished construction elements.
- Travel over rough or uneven surfaces.
Additional Requirements:
- For positions in the Development Services Department - Must possess four NICET Level II certifications in the following subjects, by the end of probation:

- Highway Construction
- Highway Surveys
Construction Materials Testing
- Water and Sewer Lines
- Storm Water and Wastewater System Inspection
Land Management and Water Control
- Asphalt
- Concrete
- Soils
- Erosion and Sediment Control
NOTE: ICC Accessibility Inspector/Plans Examiner can be substituted for two NICET Level II certifications.
NOTE: An American Concrete Institute (ACI) certification can be substituted for one NICET Level II certification.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience inspecting public works construction projects (two years at the level of Civil Inspector III). Other combinations of experience and education that meet the minimum requirements may be substituted.
