PLUMBING/MECHANICAL INSPECTIONS FIELD SUPERVISOR

The fundamental reason this classification exists is to supervise the work of a group of Plumbing/Mechanical Inspectors I and II in the inspection of plumbing including gas piping, heating, cooling, and ventilating systems in commercial buildings and to advise on inspections of more complex installations. Work includes supervising and training Plumbing/Mechanical Inspectors I & II in the interpretation of plumbing and mechanical plans and related code requirements and in the solution of construction problems. Responsibility for supervising and training subordinates, solving difficult inspection problems, and mediating field code or installation problems are the major factors which differentiate this classification from the class of Plumbing/Mechanical Inspector II. Plumbing/Mechanical Inspections Field Supervisor duties are performed under the general direction of the Plumbing/Mechanical Inspections Supervisor.
ESSENTIAL FUNCTIONS:
- Supervises and reviews the work of subordinate Plumbing/Mechanical Inspectors I and II for quality and uniformity of inspections;
- Resolves code interpretation differences between inspectors and builders;
- Distributes the daily work and assigns inspections;
- Conducts or participates in technical training sessions;
- Responds to questions from inspectors, City management, builders and other customers relating to mechanical, plumbing, and gas piping codes and regulations;
- Acts as section supervisor when assigned;
- Conducts probationary and annual employee performance evaluations;
- Ensures inspections are performed in accordance with approved plans and all disciplines;
- Conducts project meetings to ensure inspection coordination or to resolve problems;
- Completes daily, weekly and monthly activity logs and reports;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- The methods and practices involved in installing, repairing, and maintaining a variety of plumbing and mechanical systems and equipment.
- Fundamental mechanical principles as they apply to heating, cooling, ventilating, and exhaust systems.
- Uniform Plumbing and Mechanical Codes and associated rules, regulations, and standards.
- Testing devices and methods used to detect possible defects in plumbing and mechanical equipment.
- Principles and practices of supervision.
- Determine inspection priorities.
- Perform a broad range of supervisory responsibilities over others.
- Detect possible defects and faults in plumbing and mechanical systems and recommend or stipulate appropriate remedial measures.
- Accurately read and comprehend construction plans.
- Work cooperatively with other City employees and the general public.
- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Keep accurate records.
- Perceive the full range of the color spectrum, such as when inspecting electrical wires.
- Bend or stoop repeatedly or continually.
- Travel over rough, uneven, or rocky surfaces and maneuver around scaffolding, bracing or other unfinished construction elements.
- Ascend and descend ladders or unfinished stairs without handrails, work at heights greater than 10 feet.
- Use graphic instructions, such as blueprints, schematic drawings, layouts or other visual aids.
- Comprehend and make inferences from written material.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must possess certifications from both of the two disciplines listed below by the end of the twelve-month probationary period:
Plumbing
- IAPMO Plumbing Inspector OR
- ICC Commercial Plumbing Inspector AND ICC Residential Plumbing Inspector
Mechanical
- IAPMO Mechanical Inspector OR
- ICC Commercial Mechanical Inspector AND ICC Residential Mechanical Inspector
PLUS one of the following:
- ICC Plumbing Plans Examiner
- ICC Mechanical Plans Examiner
AND one of the following:
- ICC CBO Legal/Management
- ICC CBO Technology Examination
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience inspecting and evaluating large or complex plumbing, heating, cooling, and ventilating systems in commercial and multistory residential building projects for compliance with approved plans, Uniform Plumbing and Mechanical Codes and related requirements (two years at the level of a Plumbing/Mechanical Inspector II). Other combinations of experience and education that meet the minimum requirements may be substituted.
