PLUMBING/MECHANICAL INSPECTIONS SUPERVISOR

The fundamental reason this classification exists is to direct the Plumbing/Mechanical Inspections program to ensure that plumbing and mechanical systems in commercial and multistory residential buildings comply with the City Construction Code and other regulatory ordinances. Work includes supervising Plumbing/Mechanical Inspections Field Supervisor and advising Plumbing/ Mechanical Inspectors I and II in the interpretation of plumbing and mechanical plans, related code requirements and solution of installation and maintenance problems. The Plumbing/Mechanical Inspections Supervisor meets with individuals and groups as a representative of the Development Services Department as appropriate. Duties are performed with considerable technical independence under the general direction of a Deputy Development Services Director.
ESSENTIAL FUNCTIONS:
- Manages and directs the Plumbing/Mechanical Inspections Section through supervision of Plumbing/Mechanical Inspections Field Supervisor;
- Reviews the performance of Plumbing/Mechanical Inspectors I and II and Plumbing/Mechanical Inspections Field Supervisors and initiates training programs according to demonstrated needs;
- Oversees the inspection of plumbing and mechanical installations in commercial and multistory residential buildings and structures to assure compliance with approved plans and applicable City codes and ordinances;
- Advises inspectors, contractors, and others in the solution of their more difficult code compliance problems;
- Communicates and explains department policies to subordinates and the public;
- Advises and assists inspectors in gathering and organizing information relating to code violation cases in preparation for legal action;
- Reviews and interprets codes and ordinances in order to recommend changes, additions, and procedure implementation;
- Approves alternate methods or materials for code compliance within the scope of authority delegated by the Assistant Development Services Director who serves as the building official;
- Answers questions about inspection problems and Plumbing and Mechanical Codes requirements;
- Acts as Deputy Director when assigned;
- Researches new plumbing or mechanical products or installation procedures to ascertain its quality, safety and effectiveness;
- Reviews and responds to engineering reports;
- Conducts project meetings to ensure inspection coordination or to resolve problems;
- Interprets plumbing and mechanical codes;
- Submits plumbing and/or mechanical code change proposals to the building official;
- Manages plumbing/mechanical portion of Industrial Plant Program;
- Produces written memorandums, letters and other communications;
- Ensures inspections are performed in accordance with approved plans and all disciplines.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Additional Requirements:
ACCEPTABLE EXPERIENCE AND TRAINING:
- By the end of the twelve-month probationary period must possess certifications which meet the requirements for one of the following ICC Plumbing Code Official, ICC Mechanical Code Official, or ASPE CPD (Certified in Plumbing Design):

- All positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
Two years of experience in supervising a technical staff responsible for inspecting plumbing and mechanical systems in commercial and multistory residential buildings to enforce the Phoenix Construction Code, (two years at the level of Plumbing/Mechanical Inspections Field Supervisor). Other combinations of experience and education that meet the minimum requirements may be substituted.
