NEIGHBORHOOD PRESERVATION SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the enforcement of the Zoning and Property Maintenance Program and associated field inspections. The incumbent is responsible for the direct supervision of Neighborhood Preservation Inspectors I and II who are engaged in the investigation of complaints regarding violations of the property maintenance, housing safety, and environmental safety and zoning ordinances and compliance with stipulations of the City Council. The Neighborhood Preservation Supervisor advises subordinates on the interpretation of appropriate ordinances and in the solution of related problems. Incumbents also coordinate the preparation of responses to citizen complaints and requests for information from City Council District Offices. The incumbent meets with Council staff and citizen groups as needed. Work involves considerable public contact, often under difficult circumstances. Duties are performed with technical independence, subject to the requirements of the City ordinance, under the general supervision of the Deputy Neighborhood Services Director, Assign: Preservation.
ESSENTIAL FUNCTIONS:
- Supervises professional, technical, and clerical personnel involved in the enforcement of City zoning, property maintenance, and environmental safety ordinances and housing safety regulations for the City of Phoenix;
- Serves as a technical resource and assists employees with the more difficult inspections problems, with the interpretation of appropriate ordinances, and in the solution of related problems;
- Suggests solutions when disputes arise over a degree of code or ordinance conformance, and makes final determinations of code compliance, when necessary;
- Supervises the investigation of, and response to citizen complaints regarding violations of neighborhood maintenance, housing safety, environmental safety, and zoning ordinances;
- Supervises the processing of criminal complaints initiated in Municipal Court to gain compliance with the applicable ordinances;
- Works closely with City Prosecutors to achieve successful prosecution;
- Testifies in court as an expert witness;
- Monitors case loads, violation trends, and special enforcement programs;
- Meets with responsible parties, or their legal representative, to discuss code violations and conformance problems;
- Develops and administers a budget;
- Studies, analyzes and compiles technical information on neighborhood maintenance, environmental safety, housing safety, and zoning problems and violations;
- Formulates and implements new programs;
- Responds to inquiries and requests for interviews from the media;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Perform a broad range of supervisory responsibilities over others.
- Communicate orally with customers, clients or the public in face-to- face one-to-one settings, using a telephone, or in group settings.
- Use graphic instructions such as blueprints, layouts, or other visual aids.
- Comprehend and make inferences from written materials.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation and grammar.
- Review or check the work products of others to ensure conformance to standards.
- Facilitate meetings, sometimes with individuals with significantly differing interests.
- Read and interpret plot plans, specifications, construction plans, legal descriptions, grid maps, and area development notices.
- Work cooperatively with other City employees and the public.
- Exercise good judgment.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in zoning, construction or environmental safety work, including one year of supervisory experience, supplemented by college level courses in construction inspection technology, city planning, law enforcement or related subjects. Other combinations of experience and education that meet the minimum requirements may be substituted.
