NEIGHBORHOOD MAINTENANCE TECHNICIAN III

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to provide first line supervision of technical staff responsible for the preparation of cases for prosecution and/or administrative hearing for violations of neighborhood maintenance and zoning ordinances and environmental and housing safety regulations. Incumbents are also responsible for researching, confirming, and developing for court and/or administrative hearings presentation information regarding ownership, land use, current zoning, case history, and evidence of violations. Responsibility for the first line supervision of technical employees, for serving as the primary contact for walk-in traffic, and for assisting and providing support to the Rehabilitation Appeals Board, City Prosecutor's Office, City Court, and Superior Court distinguishes this class from the Neighborhood Maintenance Technician II. The Neighborhood Maintenance Technician III works under the general supervision of a Neighborhood Maintenance Specialist II.
ESSENTIAL FUNCTIONS:
- Supervises employees involved in the processing of paperwork and the preparation of cases for prosecution and/or administrative hearing for violations of neighborhood maintenance and zoning ordinances and environmental and housing safety regulations;
- Determines if cases are sufficient to move forward for prosecution;
- Writes case summaries, decision letters, and procedures;
- Researches, confirms, and develops information regarding property ownership, land use, current zoning, case history, and evidence for administrative review, enforcement and prosecution of applicable ordinance and regulation violations;
- Researches, assembles, and prepares necessary documentation for the enforcement activities of the Rehabilitation Appeals Board;
- Assists the public in understanding ordinance requirements, the application filing process, and the enforcement policies and procedures of the various ordinances.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- The purpose and provisions of the City zoning, property maintenance, and environmental safety ordinances, housing safety regulations and related ordinances.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally in the English language with customers, clients, or the public in face-to-face one-to-one settings or using a telephone.
- Comprehend and make inferences from written material.
- Learn job-related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
- Enter data or information into a terminal, PC or other keyboard device.
- Work cooperatively with other City employees and the public, often under difficult circumstances.
- Work safely without presenting a direct threat to the incumbent or others.
- Read, understand, and convey accurate information, including technical information and enforcement procedures.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in research and public contact activities relating to ordinance and regulation enforcement and prosecution procedures. Other combinations of experience and education that meet the minimum requirements may be substituted.
