The fundamental reason this classification exists is to formulate, install, modify, and improve the activities involved in the private development plan review, inspection, and permitting processes within the City of Phoenix. The incumbent is responsible for determining and implementing departmental policies and processes, planning long-range programs, and making difficult technical and administrative decisions. The employee delegates considerable authority for the performance of technical and administrative activities, but retains responsibility for results obtained. Major policy guidelines are determined by the City Council and City Manager's Office and are implemented by the Development Services Director. Work is performed under the general direction of a Deputy City Manager.
ESSENTIAL FUNCTIONS:
- Develops general policies in consultation with Assistant Directors, division heads, and other department staff for the operation or expansion of various programs and confers with the City Manager's Office and other department heads concerning major policy activities;
- Develops and implements new systems to improve and simplify the development approval process;
- Works to resolve problems and conflicts that surface during the development approval process among applicants, department staff, and other City departments;
- Develops a professional staff with a high degree of competence and sound judgment in code enforcement;
- Gives advice to and cooperates with municipal officials, developers, and community organizations in connection with new or contemplated development projects;
- Confers with and advises Assistant Directors and division heads on issues relating to various code interpretations, plans review, permit issuance, inspections, and administrative matters such as fee collections;
- Responds to City Council requests regarding major development projects and the application of City codes;
- Reviews plans, reports, budget requests and estimates, and proposed ordinances and regulations submitted by Assistant Directors and division heads;
- Serves as principal facilitator/coordinator to the Development Services Policy Board, a multi-disciplinary board charged with reviewing and recommending ordinances and resolving complex projects;
- Analyzes and compiles technical and statistical information and prepares technical reports;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Modern principles and practices of design, construction, and scheduling involved in building and related site development projects.
- Multi-disciplinary construction and site plan requirements.
- City codes and ordinances and state laws concerning code enforcement activities for new development.
- Principles and practices of supervision and personnel administration.
- Principles and practices of budget preparation and administration.
- Understand and interpret building construction plans and specifications.
- Study operations and institute improvements without disruption of existing operations.
- Evaluate program alternatives and make recommendations.
- Perform a broad range of supervisory responsibilities over others.
- Produce documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.
- Communicate orally in the English language with customers, clients, and the public using a telephone, and in group and face-to-face, one-to-one settings.
- Work cooperatively with others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of administrative experience in the development approval process and a bachelor's degree in public or business administration, city planning, architecture or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
