DEVELOPMENT CENTER COORDINATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to manage and coordinate the customer service functions provided through the one-stop Development Center. The incumbent facilitates multifaceted private property projects through the development approval process and provides functional supervision, across section lines, of clerical, paraprofessional and technical employees engaged in providing permit issuance, application acceptance, cashiering, plan review and other customer service activities. The incumbent exercises considerable initiative and independent judgment in performing duties, and reports to the Development Services Director. Work is evaluated through conferences and on the basis of results obtained.
ESSENTIAL FUNCTIONS:
- Supervises and evaluates a professional and technical staff responsible for providing permit issuance, application acceptance, cashiering, plan review, and other customer service activities;
- Advises and consults with the Development Services Director and Deputy Directors on policy matters relating to the permit approval process;
- Presents the City's position and policies to private developers regarding the permit approval process;
- Participates in negotiations with private developers regarding multifaceted projects requiring multi-year build-outs;
- Develops, implements and monitors Development Center functions, work flow processes and systems;
- Conducts systems studies and writes reports on recommendations for improvements;
- Designs and develops policies, procedures, and practices relating to the effective and efficient development review process;
- Determines project priorities and prepares status reports for management and City Council;
- Meets with and responds to citizens, City Council, and City Manager requests, questions, or complaints;
- Implements and monitors cross-training of counter staff;
- Reviews and recommends computer system program modifications;
- Reviews and approves fee waivers and refunds;
- Coordinates early permit releases and out-of-sequence reviews with technical staff;
- Identifies and facilitates formal and informal review/appeal processes for disputed requirements;
- Researches and analyzes development regulation charges and fees;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Property and practices of municipal government, personnel administration, and supervision.
- Modern office management principles, practices and equipment.
- Develop and implement procedures to expedite Development Center processes.
- Track project status, identify process delays or bottlenecks, and recommend and implement solutions.
- Work cooperatively with other City employees and the public.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation and grammar.
- Observe or monitor data and people's behavior to determine compliance with prescribed operating standards.
- Comprehend and make inferences from and learn job-related material through reading written material, observation, or oral instruction given in the English language.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of administrative experience in project management or coordination of private or public development processes including two years of supervisory experience and a bachelor's degree in business or public administration, construction management, architecture, engineering, planning, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
