FIRE PREVENTION MANAGER
JOB CODE 61130
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to manage a variety of fire prevention programs and activities for the Fire Department's Urban Services Division. Work involves planning, organizing, coordinating, and supervising staff involved in such areas as fire protection plan review for new construction; inspection of existing properties for code compliance; development of codes, ordinances, interpretations, and regulations; and computer and administrative support services for the division. Responsibilities include serving as the program manager for code development, which includes providing technical advice to the Fire Safety Advisory Board relating to Fire Code interpretations, overseeing code revisions and the development of new code language, and providing technical advice to the Fire Marshal's Appeals Board. Supervision is exercised over the classifications of Fire Prevention Supervisor, Senior Fire Inspector, Fire Prevention Specialist, Senior Applications Analyst/Programmer, and Secretary III. Work is performed under the general direction of a Deputy Fire Chief with performance evaluated on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Serves as the program manager for new business development, code revisions and development, and computer and administrative services for the division;
- Identifies issues affecting new business development, devises solutions, and produces appropriate policies and procedures;
- Manages staff involved in plan review services and field inspections for fire protection equipment installations, code-required safety equipment, and hazardous materials installations and processes;
- Writes or oversees the development of new Fire Code language, code policies, departmental property management procedures, regulations, and interpretations to clarify Fire Code requirements;
- Reviews and analyzes state legislation, identifies potential fiscal and programming impacts to the Fire Department, and attends and provides testimony at state hearings;
- Serves as a member of other city, state and national code development committees;
- Provides technical assistance to the Fire Safety Advisory Board for various requests;
- Provides technical expertise to the Fire Marshal's Appeals Board, and serves as hearing officer in the absence of the Deputy Chief;
- Manages administrative services for the division, which is responsible for maintaining occupancy files and federal reports, issuing permits and collecting monies, administering written exams for contractors, and providing staff support to various boards;
- Manages computer services, responsible for the purchase of hardware and software, programming and customizing software, and providing user training;
- Writes or oversees the development of Council Reports and Requests for Council Action relating to the Fire Prevention Ordinance;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- The Uniform Fire Code, National Fire Code, Phoenix Fire Prevention Code and related laws and ordinances.

- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with other City employees, outside agencies and jurisdictions, and the public.
- Communicate orally with customers, colleagues, or the public in face-to-face, one-on-one settings; in group settings; or using a telephone.

Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in supervising fire prevention programs and activities, and a bachelor's degree in business or public administration, engineering, or a related degree. Other combinations of experience and education that meet the minimum requirements may be substituted.
