ASSISTANT TO THE FIRE CHIEF
JOB CODE 61500
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is for the management of a major section or division within the Fire Department. Incumbents of this class report directly to the Fire Chief or a Division Head. Major responsibilities include independent action and strategic planning for programs in Fire Administration, Fire Prevention, Community Involvement, Technical Services, Deployment Services, Tactical Services, or Corporate Communications. Work in this class requires effective interpersonal relationship skills, extensive managerial knowledge, effective teamwork, and independent decision making. Work is preformed under the most general supervision, and is evaluated primarily on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Manages a major division or section of the Fire Department;
- Supervises professional, technical, clerical and uniformed employees engaged in providing fire prevention, fire safety training and other emergency services support;
- Meets with business and community leaders in developing fire protection codes and standards;
- Works with Police Department management in developing emergency dispatch protocol for dual response calls;
- Develops and manages the budget for the assigned section;
- Evaluates program effectiveness and develops strategies to provide continuous improvement;
- Works directly with City department heads and other City management in resolving Fire Department issues;
- Works directly with senior management in developing department goals and objectives;
- Provides leadership and direction to specialists performing research work;
- Supervises the preparation of a variety of public and administrative reports;
- Writes difficult and complex administrative reports, correspondence, and internal memorandums;
- Makes oral presentations to citizen and management groups;
- Resolves customer or citizen complaints in accordance with established policies and regulations;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Analyze, interpret, and report research findings and recommendations.
- Read and comprehend complex legal, regulatory, procedural, policy material.

- Speak effectively and clearly in all situations, including individual communication, public speaking, small groups, and informal or impromptu meetings.
- Provide effective leadership in stressful situations and resolve conflict.
- Resolve customer or citizen complaints in accordance with established policies and regulations.
- Work cooperatively with other City employees and the public.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential or marginal functions.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years experience in public administration or research and finance, including one year of management or supervisory experience in Fire Service, and a bachelor's degree in public administration or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
