CHIEF VIDEO ENGINEER

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to plan, design, set specifications, and oversee construction and operation of all engineering facilities for the Video Production Unit of the City's cable and broadcast television system area. The incumbent is responsible for overseeing and/or performing the installation, operation, and maintenance of all electronic and mechanical equipment associated with video production. Work involves evaluating personnel, materials, and equipment needs to ensure proper equipment operation and maintenance to maximize system performance and to meet industry and manufacturer standards. The incumbent is expected to exercise independent judgment and discretion on technical matters. Work involves determining equipment needs and preparing detailed budget requests and recommendations including written specifications, justifications, and detailed drawings. Supervision is exercised over operating and maintenance personnel. Work is reviewed by the Video Program Manager or the Public Information Director through discussion and inspection, principally for determining general progress and adherence to departmental policies and regulations. General technical or policy problems may be discussed with higher level supervision before taking action.

ESSENTIAL FUNCTIONS:

• Determines needs and prepares detailed budget requests and recommendations, including written specifications and justifications;
• Oversees day-to-day equipment maintenance, and schedules, coordinates, and supervises all major system and component maintenance and fabrication;
• Supervises the setup of special equipment, remote installations, and ensures that operations meet objectives;
• Supervises or performs preventive maintenance, installation, design, and/or fabrication of video systems;
• Assigns, reviews, and evaluates technical work of unit personnel;
• Supervises the proper professional operation of all technical systems;
• Prepares preliminary and long range plans, estimates, and budgets;
• Advises, assists, and instructs operating and maintenance personnel in matters pertaining to all phases of video systems;
• Assures that the Federal Communications Commission requirements in regards to licensing, operating, and technical performance of video equipment are met;
• Makes hardware and procedural recommendations to management;
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Required Knowledge, Skills and Abilities:

Knowledge of:

• Supervisory principles and practices.
• Video production, direction, and engineering techniques.
• Electronic news gatherings and electronic field production techniques.
• Broadcast industry and Federal Communications Commission quality standards.
• Video and audio equipment operation and maintenance procedures.
• Equipment parts and components and sources of supply.
• Principles, practices, methods, terminology, and trends in video production techniques and products.
• Engineering mathematics, theory, and engineering economics.
• Mobile Production Truck operations, power requirements, and structural integrity.
• CAD drawings or related video system design and configuration drawing programs.
• All major industrial and broadcast manufacturers including: SONY 3/4" - CCD - BETACAM - GVG - INTERGROUP, FOR-A - HITACHI, etc.

Ability to:

• Supervise and perform the proper professional installation, operation, and maintenance of video production equipment.
• Design and modify systems and equipment to increase efficiency and economy of operation.
• Interpret and sketch electronic systems diagrams and schematics.
• Perform a broad range of supervisory responsibilities over others.
• Work safely without presenting a direct threat to self or others.
• To produce written engineering and other documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
• Communicate effectively using the English language in person and on the telephone, on both technical and nontechnical matters.
• Keep abreast of new developments in video production techniques, equipment, and quality standards.
• Plan, assign, instruct, and supervise the work of technical and production personnel.
• Troubleshoot broadcast equipment down to component level.
• Work independently.
• Works cooperatively with other staff and outside technicians and management.

Additional Requirements:

• This position may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehiclessafely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
• Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.

ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of television broadcast maintenance experience, including two years of supervisory experience and a bachelor's degree in electronic or communications engineering, or equivalent military experience plus SBE or FCC certification. Other combinations of experience and education that meet the minimum requirements may be substituted.
