COMMERCIAL VEHICLE INSPECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform a variety of tasks in support of police officers engaged in the enforcement of commercial vehicle laws and regulations in weights and measures, cargo tank, vehicle safety, driver qualifications, and hazardous material transport. A Commercial Vehicle Inspector performs duties in all areas of the City and upon occasion surrounding jurisdictions. Performance is evaluated by a Police Sergeant through the review of reports, observation and discussions.
ESSENTIAL FUNCTIONS:
- Weighs, measures, and inspects vehicles suspected to be in violation;
- Instructs and advises police officers in identification and enforcement of commercial vehicle laws, rules, and regulations;
- Maintains portable scales and equipment for use in enforcement of regulations pertaining to commercial vehicle weights and dimensions;
- Maintains records and materials applicable to commercial vehicle/weights detail;
- Prepares forms and reports regarding violations of commercial vehicle laws and regulations;
- Completes total driver/vehicle inspections on a commercial vehicle;
- Testifies and makes presentations in court as an expert witness in support of citations issued for violation of vehicle laws, rules, and regulations;
- Assists in the investigation of accidents involving commercial vehicles;
- Represents the Police Department and provides information on commercial vehicle rules and regulations to citizen, regulatory, and industry groups;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Commercial vehicle safety standards and driver qualification regulations.
- Hazardous materials transport rules and regulations.
- Cargo tank rules and regulations.
- Special permits and required vehicle equipment for transport of overdimension loads.
- Police methods, practices, and procedures.
- Communicate in the English language by phone or in person in a group or one-to-one setting.
- Observe, compare, or monitor data, objects and people's behavior to determine compliance with prescribed operating or safety standards.
- Comprehend and make inferences from material written in the English language and learn job-related material through oral instruction, observation, and structured lecture.
- Measure distance using a measuring device.
- Work cooperatively with the public, and other law enforcement, Federal, State, and local agencies.
- Work in a variety of weather and environmental conditions with exposure to the elements including rain, sunlight, dirt, dust, and fumes.
- Move objects weighing less than 50 pounds short and long distances.
- Produce written documents in English with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Perceive the full range of the color spectrum.
- Travel across rough, uneven or rocky surfaces.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- This class requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Incumbents must be certified as limited (regulatory) weighmaster and as a Special Agent of the State for purposes of enforcing motor carrier regulations by the end of probationary period.
- Appointments to positions in the Police Department are subject to meeting appropriate polygraph and background standards.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years as a limited (regulatory) weighmaster with experience in identification of violations and enforcement of laws relating to vehicle overweight, overdimension, safety, driver qualifications, hazardous materials, and cargo tank, supplemented by college level courses and formal training in fire science, vehicle inspections, driver qualifications or related subjects. Other combinations of experience and education that meet the minimum requirements may be substituted.
