POLICE RECORDS AND IDENTIFICATION BUREAU

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the work of employees involved in the maintenance and administration of police records and related computer operations during an assigned shift. The Police Records and Identification (R&I) Bureau Shift Supervisor oversees operations of the Records, Photo Lab, and Police Automated Computer Entry (PACE) sections. Supervision is exercised over Forensic Photo Specialist, Police Automated Systems Secretaries, Police Record Clerks, and other clerical personnel performing both semi-specialized work and routine clerical duties. General supervision is received from an R&I Operations Supervisor, and performance is evaluated on results obtained. Employees in this class may be deputized to authenticate clerical actions or documentation. Shift, weekend, and holiday work is required.
ESSENTIAL FUNCTIONS:
- Applies the Bureau Quality Management System to facilitate effective communication and interaction with Police personnel.
- Supervises employees operating out of the Records, Photo Lab, and Police Automated Computer Entry (PACE) sections on an assigned shift;
- Controls access to and review of criminal records;
- Writes or edits procedure manuals;
- Prepares and submits bureau activity, productivity, and personnel report to the R&I Operations Supervisor;
- Reviews information release forms and authorizes release of information;
- Communicates with other law enforcement agencies and maintains transcript files on the criminal activities of prisoners and suspects;
- Maintains required clerical and personnel records, logs and files;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Principles and practices of supervision and personnel administration.
- Relevant computerized data available in PACE, CMS, JMS, OBTS, ACCH, III, TADS, and ACIC/NCIC systems.
- Police objectives, and the policies and procedures of federal and state law enforcement agencies and their operations.
- Interrelated criminal justice processes within local agencies, the department, the city, and the state.
- Personnel Rules, Administrative Regulations, Police General Orders, Police Operations Orders, and Memorandum of Understanding as they apply to subordinates.
- Comprehend and make inferences from material written in the English language.
- Produce written documents in English with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Perform a broad range of supervisory responsibilities over others.
- Work cooperatively with other City employees.
- Communicate in English by phone or in person in a one-to-one setting.
- Learn job-related material through oral instruction and observation. This learning takes place mainly in an on-the-job setting.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Appointments to positions in the Police Department are subject to appropriate polygraph and background standards.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience in an administrative work environment dealing in records and/or computerized data operations and one year supervisory experience. Other combinations of education and experience which meet the minimum qualifications may be substituted.
