SOLID WASTE LANDFILL FOREMAN
JOB CODE 71040
DISTINGUISHING FEATURES OF THE CLASS:
Effective Date: 06/95A
The fundamental reason this classification exists is to supervise the disposal of all types of solid waste material brought to the landfill site in such a way as to prevent environmental pollution. Supervision is exercised over Equipment Operators, Laborers, Semiskilled Workers and Weigh Station Clerks. This work is subject to critical inspection by health and sanitary authorities of an independent governmental jurisdiction. Solid Waste Landfill Foremen work under the general supervision of a Solid Waste Landfill Superintendent.
ESSENTIAL FUNCTIONS:
- Coordinates, directs and supervises the work of a large crew, and inmates of the Arizona State Department of Corrections, engaged the evacuation of landfill sites, placement of solid waste, compaction, and covering of daily disposed refuse at a sanitary landfill site;
- Enforces state regulations regarding landfill operations;
- Supervises the collection of funds for recycling purposes;
- Supervises and participates in safety training programs;
- Exercises responsibility for the completion of time sheets, activity reports, accident and injury reports, and equipment condition reports;
- Analyzes causes of equipment breakdowns to ensure prompt attention to maintenance and repair needs and coordinates activities with the maintenance shop to attain maximum availability of crawler tractors, scrapers, compactors, motor graders, water tankers, and other equipment used in landfill operations.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Modern procedures and methods of operating a sanitary landfill site.
- The operation and capabilities of heavy equipment.
- Hazards of sanitary landfill work and safety measures to be observed, including the handling of hazardous wastes and equipment safety.
- Perform a broad range of supervisory responsibilities over others.
- Understand and follow written and oral instructions in the English language.
- Work cooperatively with co-workers and the public.
- Work irregular hours, shifts, weekends, and holidays.
- Travel across rough, uneven or rocky surfaces.
- Work in a variety of weather conditions with exposure to the outdoor elements.
- Communicate orally with customers or the public in a face-to-face one-to-one setting or using a telephone.
- Work safely without presenting a direct threat to self of others.
- Observe or monitor people's behavior and objects to determine compliance with operating or safety standards.
Additional Requirements:
- This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals are required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license. Pre-employment drug testing is required, and employees will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in the supervision of laborers, heavy construction equipment operators or landfill operations, supplemented by courses on surveying, recyclable materials, computers, and supervisory techniques. Other combinations of experience and education that meet the minimum requirements may be substituted.
