STREET MAINTENANCE FOREMAN II

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to plan, assign and supervise the work of several crews (usually three to seven) engaged in street maintenance and street cleaning operations throughout the City. Work crews consist of Street Maintenance Workers I and II, Cement Finishers, Trades Helpers, Laborers, and Equipment Operators. Work includes conducting surveys of street conditions within their assigned geographical area. Some positions that supervise a lesser number of crews have greater latitude for independent determination of work procedures and priorities. Responsibility for supervising several crews working on more complex maintenance projects differentiates this class from Street Maintenance Foreman I. Work is performed under the general supervision of a Street Maintenance Foreman III who evaluates performance through reports and observation of results accomplished.
ESSENTIAL FUNCTIONS:
- Supervises street and storm sewer maintenance employees, including planning and assigning work, evaluating employees' performance, recommending merit increases, recommending, and administering disciplinary actions, monitoring leave usage, and counseling and training employees on work or safety issues;
- Supervises work crews engaged in building or repairing of sidewalks, curbs, gutters, driveways, new sections of streets, ditches, and headwalls;
- Supervises work crews engaged in widening and rebuilding of intersections, water or sewer cuts, drainage ditches, catch basins, and special water meter boxes;
- Supervises work crews engaged in street sealing and crack repair;
- Supervises motor broom operations engaged in street and gutter sweeping and flushing, and crews engaged in cleaning streets;
- Resolves complaints from the public regarding street maintenance work;
- Provides written instructions to those assigned to on-site crew supervision;
- Keeps or ensures accuracy of time cards, mileage, and other work records;
- Compiles detailed information and keeps personnel and safety records;
- Produces written reports regarding work activity, personnel actions, accidents and safety issues, and other related subjects;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Materials, methods, equipment, and techniques commonly used in street maintenance and repair.

- Perform a broad range of supervisory responsibilities over others.
- Communicate in the English language by phone, radio, or in person in a one-to-one or group setting;
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Understand and comply with written and oral instructions.
- Perform simple mathematical calculations (addition, subtraction, multiplication, and division) in order to calculate quantities, trends, times, distances, measures, and weights.
- Work cooperatively with other City employees and the general public.
- Work outdoors in environmental extremes such as heat, cold, air pollution, and dust.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in street and storm sewer maintenance and cleaning, including one year of supervisory or lead experience. Other combinations of experience and education that meet the minimum requirements may be substituted.
