STREET MAINTENANCE FOREMAN III

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct the general field maintenance activities of the Street Maintenance Division in one of four sections in the City, or to direct preventative maintenance activities, street cleaning activities or other special projects on a Citywide basis. Supervision is exercised over Street Maintenance Foremen II, Street Maintenance Workers I and II, Cement Finishers, Trades Helpers, Laborers and Equipment Operators. Responsibility for supervising the general field maintenance work of a section of the City, or for a Citywide activity, differentiates this class from Street Maintenance Foreman II. Work is performed under the general supervision of a Street Maintenance Supervisor who evaluates performance through conferences and reports.
ESSENTIAL FUNCTIONS:
- Supervises street and storm sewer maintenance, repair and construction activities in one of four sections of the City;
- Supervises motor broom operations, paved street and alley rebuilding, and improvement of unpaved or unimproved roads or alleys on a Citywide basis;
- Resolves complaints from the public regarding street maintenance work;
- Identifies work requirements for section and schedules work assignments for projects that involve other departments, utility companies and contractors;
- Produces written reports and memos regarding such subjects as equipment maintenance problems, work accidents, and time and court reports;
- Reviews documents, inventory records and other assignments completed by subordinates for accuracy and completeness;
- Investigates accidents involving assigned vehicles to determine liability and cost;
- Schedules various street maintenance activities to efficiently utilize available automotive, heavy street repair and/or construction equipment;
- Participates in budget process by identifying equipment, material and labor needed during budget period;
- Performs duties and responsibilities of Street Maintenance Supervisor during their absence;
- Acts as Commercial Drivers License coordinator for section, including monitoring, training, and testing of employees to comply with City and Federal requirements;
- Keeps Material Safety Data Sheets on file and other required environmental records;
- Ensures the proper collection and disposal of hazardous waste within assigned section;
- Schedules the development and administration of environmental training of field employees within the section.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Read and interpret City codes, ordinances, policies and procedures as related to street maintenance and repair.
- Communicate in the English language by phone, radio, or in person in a one-to-one or group setting;
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation and grammar.
- Work cooperatively with other City employees and the general public.
- Work safely without presenting a direct threat to the incumbent or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals may be required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license (C.D.L.). Pre-employment drug testing is required for C.D.L. positions. Employees in C.D.L. positions will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in street maintenance and repair work, street cleaning, and storm sewer maintenance, including one year of experience supervising several work crews involved in cleaning, repair and preventative maintenance of streets and drainage structures (one year at the level of Street Maintenance Foreman II). Other combinations of experience and education that meet the minimum requirements may be substituted.
