FIELD INSPECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform field inspections in order to observe the conditions surrounding flooding of the public right-of-way; to determine the primary cause of such flooding; to ensure corrective action is taken to resolve the situation; and to enforce the City's truck ordinance and other ordinances relating to the maintenance of City streets. Work involves personal intervention and the ability to persuade individuals or organizations for problem resolution. Employees work under the general direction of a supervisor within established policy.
ESSENTIAL FUNCTIONS:
- Investigates, observes, photographs, and writes reports regarding specific instances of irrigation overflow into streets, including a summary of contacts made with property owners and water authorities;
- Examines irrigation systems and facilities for leaks or other discrepancies;
- Arranges for irrigation water to be kept out of an area until repairs are completed;
- Resolves irrigation out-of-bounds water problems;
- Determines ownership and responsibility for irrigation facilities and installations;
- Issues violation notices in enforcing City Code, Section 23-33 and Section 31-8;
- Performs follow-up inspections to ensure compliance, initiating Police intervention and citations when necessary;
- Prepares case summaries and testifies in Court on behalf of the City;
- Investigates situations and enforces City codes pertaining to water theft;
- Participates in preliminary pre-job and Neighborhood Improvement District planning meetings;
- Advises water users of responsibilities, rights, and privileges as subscribers to irrigation waters;
- Trains and supervises temporary employees involved in the slurry seal program;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- The workings of different irrigation systems, each of which irrigates many different parcels of land.
- All water laws, customs, and government or private policies that pertain to irrigation in the metropolitan area.
- Materials, methods, equipment, and techniques commonly used in street repair and maintenance activities.
- Street cleaning, storm drainage, and irrigation systems and outlets.
- Learn the general location of irrigation installations and their facilities.
- Learn and interpret City ordinances.
- Read and understand blueprints.
- Communicate orally with customers, clients, contractors and the public in face-to-face one-on-one settings, in group settings, or using a telephone.
- Exercise independent judgment in unusual situations.
- Work cooperatively with other City employees and the public.
- Observe or monitor objects, people's behavior, and data to determine compliance with prescribed operating or safety standards.
- Measure distance using a tape measure or other measuring device.
- Use graphic instructions such as blueprints, layouts, or other visual aids.
- Travel across rough, uneven or rocky surfaces.
- Sort, separate, arrange, file, or distribute incoming mail, products, or material in some prescribed manner.
- Comprehend and make inferences from written material.
- Work in a variety of weather conditions with exposure to the outdoor elements.
- Learn job-related material through oral instruction and observation, and through structured lecture and reading. This learning takes place in both an on-the-job training setting and in a classroom setting.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Enter data or information into a terminal, PC or other keyboard device.
- Review or check the work products of others to ensure compliance with standards.
- Work safely without presenting a direct threat to self or others.
- Organize and prioritize calls on a daily basis.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in the control of flow of irrigation waters in street maintenance and repair work, street cleaning, and storm sewer maintenance. Other combinations of experience and education that meet the minimum requirements may be substituted.
