STREET MAINTENANCE SUPERINTENDENT

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct field activities, which include supervision over the maintenance and street cleaning sections. Incumbents also oversee equipment purchasing and maintenance programming and resolve delays in major equipment repair. This class manages contractual maintenance services for several maintenance areas and supervises Street Maintenance Supervisors and administrative staff who supervise the maintenance and administration sections that provide drainage maintenance, grading on unimproved street shoulders and alleys, rapid response, and street sweeping. Assignments are received from the Deputy Street Transportation Director and are evaluated on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Supervises Street Maintenance Supervisors over Preventive Maintenance and General Street Maintenance, Street Cleaning, and Training Sections;
- Provides legal depositions regarding street maintenance liability suits and coordinates related requests for documents;
- Serves on various citywide task forces;
- Coordinates the review of City Council requests and problems identified by the Street Transportation Director;
- Reviews in-service training, safety training, and equipment operation training for the division;
- Manages contractual maintenance services and analyzes costs and production data for concrete, wash maintenance, and asphalt rubber crack seal.
- Represents City to federal, state, and local government agencies, professional organizations, and vendors.
- Receives requests for emergency and unscheduled work and makes appropriate assignments;
- Inspects street repair and cleaning, storm sewer facility maintenance, and reconstruction work done for other departments and divisions;
- Approves orders for material and services submitted by Street Maintenance Supervisors;
- Oversees preparation of the division budget requests;
- Oversees preparation of divisional equipment and material specifications;
- Projects annual operating costs and budget estimates;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Materials used, and methods and practices followed in street and drainage facilities maintenance, repair and cleaning.
- Efficient methods and procedures for scheduling and accomplishing street maintenance cleaning.
- Perform a broad range of supervisory responsibilities over others.
- Produce written documents in the English language with clearly-organized thoughts using proper sentence construction, punctuation, and grammar.
- Use engineering survey instruments.
- Determine types and causes of pavement failures and take remedial action.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of management experience in street construction, maintenance and repair work and a bachelor's degree in civil engineering, or related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
