SOLID WASTE FOREMAN
JOB CODE 71280
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the collection of contained and uncontained solid waste along designated routes and service areas, or to supervise solid waste transfer station and disposal for incoming and outbound refuse at the transfer stations. Some positions may be assigned to work in Special Operations, which handles special collections citywide or in the Customer Service Call Center, which receives telephone calls from citizens regarding solid waste services and programs. Solid Waste Foremen make adjustments to daily work requirements to assure completion of designated routes or direct activities at the transfer station and monitor the daily tonnage delivered. Supervision is exercised over Solid Waste Equipment Operators, Solid Waste Workers, Weigh Station Clerks, Laborers, Security Guards and Trades Helpers, depending on the division assigned. Incumbents work under the general supervision of a Solid Waste Supervisor or Solid Waste Superintendent.
ESSENTIAL FUNCTIONS:
- Plans, assigns, and supervises the work of solid waste collection crews for contained and uncontained refuse; or supervises Equipment Operators IV, Motor Broom Operators, Solid Waste Equipment Operators, Weigh Station Clerks, and Laborers for inbound and outbound refuse at the transfer stations;
- Completes time sheets and activity, accident, injury, and equipment condition reports;
- Supervises and participates in safety activities;
- Interacts with mechanical maintenance staff on equipment repairs and maintenance;
- Makes decisions regarding employee complaints and problems;
- Plans and executes training programs regarding operation of all types of solid waste equipment and safe operating practices;
- Assists Equipment Operators with minor repairs on equipment;
- Performs daily opacity observations for dust control and other activities to ensure environmental compliance;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Practices governing the collection and disposal of solid waste.
- Hazards and safety precautions of the solid waste collection, transfer and disposal work environment.
- Operations and daily routing needs.
- The operation and care of solid waste collection equipment.
- The operations of solid waste disposal sites (landfills, transfer stations, material recovery facilities) in relation to collections functions.
- Perform a broad range of supervisory responsibilities over others.
- Assess, develop and implement ongoing/daily routing needs.
- Train Solid Waste Equipment Operators on solid waste policies, procedures and operation of equipment.
- Understand and follow oral and written instructions in the English language.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with other City employees and the public.
- Observe or monitor people's behavior to determine compliance with prescribed operating or safety standards.
- Work in a variety of weather conditions with exposure to the outdoor elements.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals are required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license (CDL). Pre-employment drug testing is required, and employees will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience as an Equipment Operator or Truck Driver. Other combinations of experience and education that meet the minimum requirements may be substituted.
