SOLID WASTE ADMINISTRATIVE ANALYST

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to provide professional level administrative, technical, and supervisory work in support of various Solid Waste programs. Assignments are varied, and include such responsibilities as managing the administrative support and training operations for the solid waste collections, or coordinating public education activities for the recycling program. Supervision is exercised over Administrative Assistant I, Information Technology Analyst/Programmer, Solid Waste Foreman, and/or other staff. Responsibilities include developing and implementing new procedures and programs, such as City Council clean-ups and paint trailer deliveries. Duties include coordinating divisional training for employees, maintaining statistical reports, assisting in preparing and monitoring the budget, and overseeing refuse container management and special projects. Work involves coordinating activities with other City departments, outside agencies, and citizen groups. Incumbents work under the general direction of a Deputy Public Works Director or other supervisor, who monitors results achieved.
ESSENTIAL FUNCTIONS:
- Plans, assigns, and reviews the work of employees engaged in solid waste programs;
- Collects, evaluates, and analyzes data for statistical reports, audits, and bids;
- Identifies and coordinates safety, operational, and maintenance training needs;
- Recognizes and coordinates equipment and material needs for field staff;
- Writes management reports and work progress reports;
- Prepares and presents oral reports;
- Submits annual budget requests, proposes cost alternatives, and reviews monthly expenditure runs;
- Receives requests for emergency and unscheduled work and makes arrangements for prompt performance of such work;
- Assists with decisions involving complex operational problems, productivity issues, and other studies;
- Communicates, coordinates, and monitors the implementation of management policies;
- Conducts studies and coordinates efforts to improve operations and service delivery systems;
- Makes presentations at schools and neighborhood meetings regarding solid waste and recycling programs;
- Designs literature and brochures on solid waste programs, prepares media presentations for management staff, and develops educational materials for new solid waste programs;
- Conducts tours of recycling and solid waste facilities, performing public relations activities for illegal dumping and yard waste programs, and handling various administrative projects;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Materials, methods, and techniques commonly used in the solid waste industry.
- The principles, practices, and equipment necessary for efficient delivery of solid waste services.
- Basic management, budget, and supervisory principles.
- Research techniques, methods, and procedures.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with other City employees and the public.
- Comprehend and make inferences from written materials.
- Move light objects (less than 20 pounds) short distances (20 feet or less).
- Observe or monitor people's behavior to determine compliance with prescribed operating or safety standards.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally with other City employees or the public in face-to-face, one-on-one settings, in group settings, or using a telephone.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of administrative or supervisory experience in solid waste operations or related activities and an associates of arts degree. Other combinations of experience and education that meet the minimum requirements may be substituted.
