SOLID WASTE SUPERINTENDENT
JOB CODE 71400
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform advanced supervisory and administrative work within the Disposal Management or Field Services Division. Incumbents with Field Services are assigned to one of the collection regions (North, West, East and South). In disposal Management, incumbents are assigned to a large solid waste disposal transfer station or landfill. Responsibilities include evaluating collection routes and operating costs; promoting environmental solid waste activities through education and enforcement of solid waste storage, collection, and disposal regulations and the solid waste code; supervising solid waste inspections and environmental services activities; and planning, scheduling, and coordinating the collection and transfer of solid waste to disposal sites. Direct supervision is exercised over the classifications of Solid Waste Supervisor, Solid Waste Foreman and other supervisory, technical and support staff. Incumbents in this classification develop work programs with considerable independence and are responsible for achieving desired results. Work is performed under the general supervision of a Deputy Public Works Director or Solid Waste Administrator.
ESSENTIAL FUNCTIONS:
- Administers and supervises a citywide solid waste program;
- Completes written and oral progress reports;
- Assists with the preparation of divisional budget requests and recommendations;
- Establishes and keeps detailed and accurate records that reflect the effectiveness of the work performed;
- Interprets and enforces City codes covering solid waste collection, storage and disposal practices, and health and environmental regulations for both private and public operations;
- Assigns and reviews the investigation and reporting of industrial and equipment accidents;
- Works with the Equipment Management Division to ensure the repair, maintenance, and procurement of equipment;
- Obtains facts, analyzes evidence, and makes decisions or takes actions to correct problems;
- Integrates new programs into existing operations;
- Develops specifications for various types of solid waste equipment;
- Supervises the ordering of materials and services needed to properly carry on the functions of the division;
- Prioritizes workload for prompt completion of emergency and unscheduled work requests;
- Manages contracts, leases and intergovernmental agreements related to solid waste hauling and disposal;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Federal, state, county and local health and environmental codes relating to solid waste.
- Modern techniques and methods for collections, disposal and storage of refuse.
- Principles and practices of supervision, budgeting, and public education.
- Development and administration of contracts.
- Perform a broad range of supervisory responsibilities over others.
- Work cooperatively with other City employees and the public.
- Communicate orally with co-workers and the public in face-to-face one-to-one settings.
- Work independently and exercise good judgment.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of supervisory and administrative experience in a large solid waste collection, disposal, or regulatory enforcement operation, and an associate's degree in public or environmental health, business or public administration, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
