SOLID WASTE ADMINISTRATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to assist with the planning, development, management and direction of a major solid waste division. Assignments are broad in scope and require the use of independent judgment and initiative in making technical decisions of considerable difficulty. Incumbents in this class supervise professional, supervisory and technical staff including the classes of Solid Waste Superintendent, Solid Waste Supervisor, and Solid Waste Environmental Specialist. Duties include advising and coordinating work with other City officials and those of other jurisdictions. Assignments include managing the collections and environmental inspections activities in the Field Services Division. Work is performed under the general direction of the Deputy Public Works Director.
ESSENTIAL FUNCTIONS:
- Acts on the Deputy Public Works Directors behalf by assignment or delegation in the deputys absence;
- Assists with planning, organizing and directing the activities of employees involved in the Solid Waste Field Services Division;
- Supervises professional, supervisory, paraprofessional and technical employees;
- Establishes, manages, and monitors fiscal management controls for program areas;
- Directs the preparation of operational and capital budget estimates for program areas and prepares cost estimates on a variety of projects;
- Analyzes costs and unit production data to increase the cost effectiveness of specific program areas;
- Develops equipment needs and specifications for program areas;
- Evaluates and pursues federal grant funds to finance specific programs;
- Reviews various operations and formulates proposals for contract services;
- Performs contract administration duties, including negotiating and recommending contract terms, evaluating performance, and ensuring compliance to warranty and contract agreements;
- Writes comprehensive reports of activities and costs;
- Reviews proposed state legislation and county regulations to determine impact on City operations and consults with the Citys legislative liaison;
- Researches and responds to questions or problems raised by City Council and City Manager staff, other City departments, outside agencies, and the public;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.

- Work safely without presenting a direct threat to self or others.
- Work cooperatively with other City employees, executive staff, the public, the media, and other agency representatives.
- Comprehend and make inferences from written material in the English language.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in planning and directing solid waste collections, disposal management, or regulatory enforcement operations, including two years of supervisory experience, and a bachelor's degree in business administration, environmental programs, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
