TRAFFIC MAINTENANCE FOREMAN I

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise Traffic Maintenance Workers and Semiskilled Workers operating street painting machines and installing traffic signs. The primary task of paint crews assigned to this class is painting crosswalks, whereas the supervision of the more complex street paint striping machine is performed by the Traffic Maintenance Foreman II class. Work is performed in accordance with well established procedures under the general supervision of the Traffic Maintenance Foreman III.
ESSENTIAL FUNCTIONS:
- Supervises personnel responsible for street paint striping and installation of traffic signs;
- Ensures that work is performed safely, efficiently and properly so that the quality and quantity of paint applied is appropriate;
- Directs the use of barricades, warning lights, traffic cones and safety vests to provide for safe conditions for assigned personnel and motorists in the area;
- Ensures that paint has properly dried before permitting traffic on painted areas;
- Estimates time and materials needed for upcoming jobs;
- Schedules work with other crews responsible for signal installation, street resurfacing and street sweeping;
- Supervises special projects and overflow work from other street painting crews and initial layout for painting new crosswalks and lane lines;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Methods, materials, tools and practices used in striping streets.
- Rules and regulations pertaining to street markings.
- Perform a broad range of supervisory responsibilities over others.
- Understand and follow simple oral and written instructions in the English language.
- Provide technical expertise on the operation of street painting equipment.
- Communicate orally in the English language with customers, City personnel, and the public by phone or in a face-to-face, one-to-one setting.
- Observe or monitor objects, statistical data, and people's behavior to determine compliance with prescribed operating or safety standards.
- Move objects weighing between 20-50 pounds, long distances (greater than 20 feet).
- Work in a variety of weather conditions with exposure to the outdoor elements.
- Bend or stoop repeatedly or continually over time.
- Travel over rough, uneven, or rocky surfaces.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential or marginal functions depending upon work assignment, location, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years experience in the painting of traffic lines or installation of traffic signs. Other combinations of experience and education which meet the minimum requirements may be substituted.
