LANDFILL EQUIPMENT OPERATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to operate heavy equipment used in refuse disposal at the landfill. Responsibilities include rough excavation, spreading compaction, covering and finishing to prescribed fine grade. Landfill Equipment Operators work under the general supervision of a Solid Waste Landfill Supervisor.
ESSENTIAL FUNCTIONS:
- Operates heavy landfill equipment such as scrapers, wheel type or crawler tractors with a dozer blade, landfill blade or bucket attachment, compactors, roll-off refuse trucks, loaders, motor graders, and pneumatic tire scrapers;
- Compiles daily equipment reports consisting of logging the number of loads excavated and the number of hours spent operating equipment;
- Works closely with traffic control spotters to identify fill areas to be used for dumping solid waste;
- Exercises appropriate precautions by visually identifying hazardous waste symbols;
- Conducts pre-operation inspections of equipment, identifies equipment problems and reports problems to Equipment Management for repairs;
- Controls landfill fires by smothering them with landfill dirt, isolating them and/or wetting them down with water;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Safety principles and precautions applicable to landfill and equipment operations.
- The capabilities and limitations of landfill equipment, operating methods, and preventive maintenance.
- Traffic regulations concerning movement of heavy equipment.
Ability to:
- The operation of landfill equipment.
- Work cooperatively with other City employees and the public.
- Operate levers or pedals and make fine, highly controlled muscular movements to adjust the position of control mechanisms.
- Coordinate the movement of more than one limb simultaneously to operate the clutch and accelerator on a piece of equipment.
- Understand and carry out oral and written instructions in the English language.
- Work in a variety of weather conditions with exposure to the outdoor elements.
- Work at heights greater than ten feet.
- Travel across rough, uneven or rocky surfaces at the landfill.
- Work irregular hours, shifts, weekends and holidays.
- Climb into and out of equipment cabs.
- Remain in a sitting position for extended periods of time.
- Lift arms above shoulder level.
- Work in small, cramped spaces such as an equipment cab.
- Make continuous or repetitive arm-hand movements to direct traffic at the landfill.
- Push buttons to operate equipment controls such as emergency release buttons.
- Work safely without presenting a direct threat to the incumbent or others.
Additional Requirements:
- This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals are required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license. Pre-employment drug testing is required, and employees will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
1) Qualification for "out-of-class" pay as a Landfill Equipment Operator; or 2) log 120 hours on equipment being tested; or 3) have a minimum of two years of experience operating heavy duty equipment including large dozers and scrapers, six months of which must be at the level of Landfill Equipment Operator. Other combinations of experience and education that meet the minimum requirements may be substituted.
