The fundamental reason this classification exists is to assist in the administration of the City-wide fuel management program. This includes the collection and analysis of data from the computerized fuel management control and security system at automated fuel sites and the collection of manual fuel data from non-automated fuel sites. The incumbent also administers the daily fuel reconciliation of all user fuel storage tank inventories. In compliance with federal Environmental Protection Agency (EPA) and state regulations, the Fuel Management Specialist is responsible for establishing and maintaining fuel site files, systems, maintenance, and procedures. Work is performed under the general supervision of the Fleet Commodities Manager and is evaluated primarily on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Administers the daily fuel reconciliation process for all Public Works fuel sites;
- Maintains records of all fuel sites in accordance with federal EPA, state, and local requirements;
- Conducts a fuel tank and system leak testing program;
- Prepares, updates, and maintains fuel system specifications for new systems and repairs to existing systems;
- Maintains current working knowledge of all state and federal regulations regarding fuel storage systems;
- Monitors the collection of daily fuel site data from all automated fuel sites and manual fuel issue sheets from non-automated fuel sites;
- Oversees the preparation of periodic fuel reconciliation reports;
- Responds to petroleum product spills, takes immediate corrective action and writes reports to appropriate federal or state agency.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Fuel storage and dispensing systems.
- Fuel management reconciliation techniques.
- Petroleum industry standards, EPA and state regulations pertaining to Underground Storage Tank (UST) systems.
- Work cooperatively with other City employees, various governmental and private agencies, and the public.
- Develop and present clear and concise reports orally and in writing.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience performing responsible administrative tasks or assisting an administrative officer in the resolution of technical and administrative problems including experience in the use of computerized fuel dispensing systems, and knowledge of EPA and UST regulations regarding petroleum products. Other combinations of experience and education that meet the minimum requirements may be substituted.
