PUBLIC WORKS OPERATIONS MANAGER

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise several functions in the area of support services for the Equipment Management or Solid Waste Operations Division. Depending on the assignment, this classification is responsible for recommending, developing, and implementing uniform practices and policies for multi-service functions of the Public Works Department. Responsibilities include supervising work standards analysis, safety, training, long range planning, audit tracking, and rate calculation systems. Direct supervision is exercised over the classifications of Operations Analyst, Methods and Standards Analyst, and Equipment Shop Foreman. Work is performed with considerable independence within the framework of general department policies. Incumbents report to a Deputy Public Works Director. Work is reviewed through conferences and analysis of regular and special reports and a review of results obtained.
ESSENTIAL FUNCTIONS:
- Facilitates and provides guidance and leadership for any special research, evaluations, or study projects requested by department management;
- Administers either the citywide fuel and alternative fuel programs, or the solid waste computerized route management program;
- Develops cost estimates and rates to recover expenditures in the division budget;
- Acts as the division's personnel liaison;
- Oversees the division's safety and training programs;
- Prepares the division's cost estimates for bidding services;
- Analyzes and interprets data from management information systems and makes recommendations on equipment utilization, service level trends, fleet maintenance levels, and competitive bidding;
- Develops work standards throughout the division;
- Establishes employee work schedules and prepares and reviews work assignments with employees;
- Studies, recommends, and implements policies, schedules, and standards for support service functions;
- Writes division work reports, recommendations, policies and procedures, and correspondence;
- Provides the division with quality control services;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Functions related to the management of a large, complex fleet operation or solid waste collection program.
- The methods, materials, equipment, and operation of general automotive and mechanical repair shops.
- Environmental regulations concerning commodities used in fleet operations or solid waste activities.
- Operational and maintenance needs of a wide variety of automotive and mechanical equipment.
- Cost accounting principles and their relationship to program budgeting and reporting.
- The use of personal computers and software related to fleet maintenance administration.
- State, city and county transportation laws in relation to fleet vehicle usage.
- Fuels and lubricants used in the operation of a variety of fleet equipment.
- Perform a broad range of supervisory responsibilities over others.
- Analyze work situations and make decisions in accordance with rules, regulations, and ordinances governing the organization.
- Gather pertinent facts, make thorough analyses utilizing statistical methods and arrive at sound conclusions.
- Make decisions on the effects of change by using empirical and scientific methods.
- Analyze, interpret and report findings and recommendations.
- Work cooperatively with other City employees and the public.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Communicate orally with customers, co-workers and the public in face-to-face one-on-one settings, in group settings, or on the telephone.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in the supervision of either fleet maintenance or solid waste collection, and research, administration, planning, cost studies, information managment, and a bachelor's degree in business administration, public administration, industrial engineering, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
