ELECTRICIAN HELPER

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform electrical maintenance and repair work on Traffic Signal intersections not requiring journey level skills. An Electrician Helper either assists a journey level Electrician in complex maintenance and repair work, or accomplishes such work under the supervision of a journey level Electrician, or works independently at moderately complex electrical maintenance, repair, or installation duties, with work inspected by a journey level Electrician. The Electrician Helper is expected to work with less supervision and a higher level of skill than an Apprentice, but does not assume journey level responsibility. Electrician Helpers work under the general supervision of an Electrical Maintenance Foreman; work is inspected in progress and upon completion, and performance is evaluated on the basis of quality and quantity of work.

ESSENTIAL FUNCTIONS:

• Installs underground conduit, traffic signal poles, mast arms, and mounting hardware;
• Drives, loads, and operates large vehicles over 26,000 GVW (i.e., 2 to 4-yard dump trucks, signal pole hoist truck, etc.);
• Erects signal poles that range in weight from 50 to 1,000 pounds;
• Makes splices to individual wire conductors and/or attaches conductors to terminal blocks;
• Digs trenches, junction box holes, and pole foundation holes three to eleven feet deep using long handled shovels and picks, and/or operates medium-size excavating equipment;
• Loads, unloads and operates shop tools and equipment weighing up to 100 pounds (jackhammers, air spades, pneumatic compacting equipment, compaction tampers, trenchers, "gopher" horizontal boring tool, etc.);
• Cleans and performs operator maintenance on vehicles and equipment;
• Installs wire and cable in conduit manually or by using a "Chugger;"
• Loads and unloads cement junction boxes at worksite;
• Installs ten foot copper clad ground rods by driving them in with a manual post driver;
• Installs anchor bolt cages for signal pole foundations up to ten feet;
• Sets up barricades and signs in accordance with the Phoenix Barricade Manual;
• Troubleshoots and repairs luminaire lighting fixtures and traffic signal heads;
• Assists with clean up projects.
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Required Knowledge, Skills and Abilities:

Knowledge of:

• Phoenix Traffic Barricade Manual
• Hazcom and community Right-to-Know regulations.
• The National Electrical Code.
• Safety practices used in the Electrical trade.

Ability to:

• Work on energized electrical circuits under the supervision of a journey level Electrician.
• Read and understand blue line construction drawings.
• Attend and contribute input at section safety meetings.
• Work around chemicals, gases, PCB's, asbestos, and other dangerous or toxic substances using specialized protective equipment.
• Understand and comply with simple oral and written instructions in the English language.
• Work under hazardous conditions where physical danger exists due to mechanical equipment, working on City streets near vehicular traffic, working from aerial platforms, and working with live electrical circuits which expose the employee to serious or fatal shock hazards.
• Work in a variety of weather conditions with exposure to the outdoor elements.
• Use safety equipment such as respirators and gas detection devices.
• Use test equipment such as meggers and amprobes to test wiring and circuits.
• Maintain certification in cardiopulmonary resuscitation.
• Respond to emergency calls from home during off shift hours.
• Work safely without presenting a direct threat to self or others.
• Communicate orally with co-workers in face-to-face one-on-one settings or using a two-way radio.
• Work cooperatively with other City employees and the public.

Additional Requirements:

• Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
• This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals are required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license. Pre-employment drug testing is required, and employees will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.

ACCEPTABLE EXPERIENCE AND TRAINING:
Three years experience as an assistant to or a worker for a journey-level electrician. Other combinations of experience and education that meet the minimum requirements may be substituted.
