TRAFFIC SIGNAL TECHNICIAN FOREMAN

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise skilled Traffic Signal Technicians and Trainees in installing, modifying, maintaining, troubleshooting, and repairing traffic signal control equipment and related devices, including street lighting on signal poles. Duties include inspecting computerized traffic control systems and recommending improvements. Assignments are received verbally or in writing and work is reviewed by a Traffic Signal Supervisor who evaluates performance based on results obtained in meeting the operating requirements of the system.

ESSENTIAL FUNCTIONS:

• Supervises skilled technicians and trainees performing field work involving the installation, troubleshooting, and maintenance of traffic signal control equipment and related devices, including street lighting on signal poles;
• Supervises the repair of electrical, electronic, and microprocessor based equipment to the component level in the Signal Shop;
• Supervises the testing and evaluation of traffic signal control equipment for system compatibility and possible adoption to a Qualified Products List;
• Inspects the wiring of control cabinets prior to field installation;
• Supervises the fabrication of specialized equipment for testing existing equipment or to enhance the performance of equipment in the field;
• Estimates time and materials needed for installation and maintenance jobs using such information as work plans, blueprints, and schematic diagrams;
• Coordinates work with construction supervisors, contractors, engineers, City departments, and others to ensure that installation and repair schedules are met;
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Required Knowledge, Skills and Abilities:

Knowledge of:

• Tools, materials, and practices of the electrical and electronic trades.
• Component parts of electrical, electronic and microprocessor based equipment used in traffic signal control systems.
• Solid state and microprocessor circuitry.
• Occupational hazards and safety precautions of the electronic trade.

Ability to:

• Perform a broad range of supervisory responsibilities over others.
• Use testing equipment to diagnose malfunctions of traffic signal control equipment and related devices.
• Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
• Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
• Read and interpret graphical information, such as blueprints and schematic diagrams.
• Perceive the full range of the color spectrum, such as working with electrical wires.
• Observe or monitor objects and people's behavior to determine compliance with prescribed operating or safety standards.
• Review or check the work products of others for conformance to standards.
• Establish priorities for own workload based on such factors as need for immediate action, work objectives, and future needs.
• Understand and follow oral and written instructions in the English language.
• Comprehend and make inferences from material written in the English language.
• Enter and update information on a computer terminal, PC, or other keyboard device.
• Work cooperatively with others.
• Work safely without presenting a direct threat to self or others.

Additional Requirements:

• Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
• Some positions will require the performance of other essential or marginal functions depending upon work assignment, location, or shift.

ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience working with electronic traffic signal control devices with at least one year in a supervisory or lead capacity and an associate's degree in electronics. Other combinations of experience and education which meet the minimum requirements may be substituted.
